Under the direction of the Mechanical Engineering Section E Supervisor, the incumbent, stationed at the Southern Satellite Branch that assists the Southern Field Division and San Joaquin Field Divisions, is an entry level or higher engineer performing engineering tasks in preparing design drawings, specifications, procedures, and scope of work documents; preparing cost estimates; performing quality control and assurance activities; providing construction inspection, project oversight, and contract administration; performing start-up of mechanical systems and equipment; directing investigations of problems and failures related to mechanical systems and equipment on the State Water Project (SWP) and other projects. Support and participate in all phases of the Cradle to Grave Program including planning, investigating, designing, reviewing, manufacturing, inspecting, installing, commissioning, and maintenance to enhance organizational programs, and increase expertise, safety and sustainability. Review and check pre and post bid contract plans, contractor specifications, contractors detailed shop drawings, and contractor submittals for conformance with applicable construction codes, industry standards, and industry best practices; perform quality control inspections of material, equipment, and construction operations at manufacturer facilities or at the field construction site; prepare mechanical engineering designs including layouts, drawings, technical specifications, procedures, process, scope of works, and cost estimates; develop and review mechanical engineering standards and instructions with regard to equipment maintenance on the SWP hydroelectric facilities; evaluate project preventative maintenance program to develop reports of unit annual maintenance. Monitor and evaluate costs of proposed field maintenance and equipment repair or replacement; prepare clear and concise engineering reports and memoranda covering design analysis, design engineer’s criteria, final design reports, project status reports, construction inspection, meetings and discussions, and assist in preparation of environmental impact reports as required.
