POSITION: Family Self Sufficiency (FSS) Coordinator

REPORTS TO: Executive Director
POSITION PURPOSE: The FSS Coordinator recruits and maintains 40-50 participants in the Family Self Sufficiency program promoting economic self-sufficiency among enrolled families.
NATURE AND SCOPE:
The Salina Housing Authority is responsible for providing and maintaining decent, safe, sanitary and affordable housing to low-income persons. The Salina Housing Authority provides 485 Housing Choice Vouchers through the Department of Housing and Urban Development’s Section 8 Rental Assistance Program and 68 Specialty Vouchers.
The FSS Coordinator/Special Programs Coordinator interacts with the Housing Choice Voucher recipients to help residents achieve economic independence.
PRINCIPAL ACCOUNTABILITIES:
- Coordinate and manage FSS program monthly activities and meetings.
- Recommend revisions to the Agency Action Plan as needed.
- Process paperwork and conduct the assessments of the FSS applicants.
- Conduct FSS orientations.
- Calculate complicated mathematical formulas for rent changes monthly.
- Make FSS programmatic decisions.
- Complete HUD data entry using housing authority specific software.
- Coordinate with other housing authorities.
- Research, recruit and coordinate appropriate public and social assistance to provide service to FSS participants.
- Prepare proposals to agencies for services needed.
- Maintain working relationship with other agencies, government entities, and businesses.
- Develop the Plan of Action for participant.
- Negotiate, draft and monitor the Contract of Participation.
- Attend and participate in PCC meetings.
- Complete reports accurately and timely according to HUD and agency guidelines.
- Research internal database.
- Apply for grant funds and submit reports related to grants.
19. Other duties as assigned
- Attends training seminars, classes and staff meetings as needed or required.
- Performs other duties within the Housing Authority as needed to ensure the overall success of the Housing Authority.
- Maintains a professional yet friendly atmosphere in the office and when representing the Housing Authority.
EDUCATION/TRAINING/EXPERIENCE:
- Bachelor Degree in social work
- Minimum two years work-related experience and/or training; or an equivalent combination of education and experience related to employment, education and job training.
Required Knowledge:
- Computer software applications including Word, Excel, and data bases.
- Knowledge of federal, state and local policy, programs and procedures.
- Extensive knowledge of modern office methods, practices and fundamentals.
- Extensive knowledge of Business English, spelling, punctuation, and arithmetic.
Skills/Abilities
- Ability to deal courteously and effectively with the public and staff.
- Ability to case manage tenants toward self-sufficiency.
- Ability to compose business correspondence.
- Excellent verbal skills needed to communicate with public, staff, and clients. Make presentations, preside over meetings and answer questions in a professional and competent manner.
- Ability to listen and apply information and instructions.
- Ability to adhere to prescribed routines and practices in addition to federal, state and local rules and regulations.
- Ability to maintain good working relationships with all co-workers and the general public, and to use good judgment in recognizing scope of authority.
- Skill and ability to organize and prioritize work. Skill and ability to meet deadlines and operate office equipment. Skill and ability to use Microsoft Word and other company software

Physical/Mental Demands/Working Conditions:
- Must be able to operate agency vehicle and drive to appointments.
- Must be able to meet with tenants at their residence.
- Must be able to cope with stress brought about by dealing with potentially irate and/or defensive customers.
- Must be organized and able to perform in a professional manner at all times.
- Must be able to exercise independent judgment in evaluating completeness and accuracy of technical information.
- Lifts objects weighing up to 30 pounds on occasion.
- Clear speech and verbal skills to facilitate client communications
- Good hearing to accommodate and greet clients both in person and on the telephone.
Supervision
- Works independently with only occasional supervision needed.
- Answers a large volume of customer inquiries which influences the public’s perception of the quality, courtesy and timeliness of customer services provided by the Salina Housing Authority.
