Job Summary:
EEO Officer primary role is to objectively monitor and assess office personnel policies and practices, recommend administrative changes to prevent discrimination, promptly address complaints, administer EEO programs, and to continuously facilitate equal employment opportunity. The EEO Officer will focus on integrating equal employment opportunity into every aspect of human resource management policies and practices in the recruitment, examination, selection, training and advancement of employees. The EEO Officer is responsible for implementation, enforcement and monitoring of all EEO program components. Some of the Office Program components and responsibilities may overlap with Human Resources. However, it is the responsibility of the EEO Officer to monitor the effectiveness of the programs to prevent discrimination and ensure compliance with state and federal statutes, regulations, and reporting requirements.
Duties:
Under the executive direction of the Public Advocate and the executive team with great latitude to exercise independent judgment, the EEO Officer’s key responsibilities are to assist and lead the agency head and executive team in implementing the EEO Policy, standards, and procedures and Diversity Plan. Must be knowledgeable regarding EEO laws, the requirements of the Policy, standards, and procedures, and how to prevent, investigate, resolve, and remediate discrimination complaints.
- Work closely with the Disability Rights coordinator to receive requests for reasonable accommodations and recommend appropriate action to the agency head regarding EEO-related issues
- Formulate and implement the office EEO policy and procedures as required to comply with all applicable Federal, State and Local laws
- Conduct and/or oversee internal EEO investigations and prepare advisory memos, investigative reports, including recommendations for complaint/issue resolution Conducting mediation sessions/alternative dispute resolution when needed
- Developing, conducting and coordinating all EEO-related training for all office staff
- Work with executive team to develop strategies to improve diversity and promote a more inclusive workplace
- Conduct mediation sessions/alternative dispute resolution when needed.
- Collaborate with the Disability Officer to Process requests for reasonable accommodations
- Serve as the Coordinator for the 55-A program
- Prepare monthly, quarterly, and annual reports required by the Office of Citywide Equal Employment Opportunity and the Equal Employment Practices Commission
- Develop strategies and initiatives specific to diverse workforce planning, fostering and maintaining an inclusive workplace culture, and designing diversity and inclusion leadership competencies
- Monitor and review the office employment practices, including recruitment, job postings, selections, promotions, performance evaluations, transfers, and separations to ensure compliance with applicable laws and City EEO guidelines
- Handle special projects and initiatives as assigned
Qualifications:
- Bachelor's degree in Human Resources or related field
- Proven experience as an EEO Officer or similar role
- In-depth knowledge of EEO laws and regulations
- Familiarity with HRIS systems (e.g., Dayforce)
- Strong analytical skills for data collection and reporting purposes
- Excellent communication and interpersonal skills
- Ability to handle sensitive information with confidentiality
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint)
- Experience with benefits administration platforms (e.g., Paychex) is a plus
Preferred Requirements/Skills
- A bachelor’s degree in human resources, public administration, industrial/organizational psychology or related Diversity, Equity and Inclusion field.
- At least two (3) years of experience in an Equal Opportunity and Affirmative Action setting (worked/working in an Equal Opportunity and Affirmative Action).
- Working knowledge of EEO federal, state, city and local laws and regulations - Ability to maintain absolute confidentiality of information.
- Must have experience investigating and resolving complaints.
- Must have experience writing investigative reports and rationales for decisions
- Experience in creating legally compliant programs, processes and procedures.
- Strong ability to multi-task and handle concurrent assignments.
- Exceptional organizational skills and ability to work in a fast-paced, confidential environment.
- Excellent interpersonal and customer service skills and the ability to organize information expeditiously and concisely.
- Ability to identify fundamental problems and procedural irregularities, collect data, establish facts, draw valid conclusions, deal with sensitive information, and comply with HIPAA.
- Must be proficient with MS Office products (Word, Excel, Outlook, PowerPoint).
Salary:
- $70,000 - $75,000 annually
