Position Description: Senior Planner – AICP certified
Provide planning and support services to the Air Force Integrated Installation Planning program, which is currently administered by the Air Force Civil Engineer Center (AFCEC), Planning and Integration Directorate (AFCEC/CP), Comprehensive Planning Division (AFCEC/CPP). Additional information at bottom.
Support implementation of the Installation Development planning program, the Operational Noise Program, Air Installations Compatible Use Zones (AICUZ) Program, Airfield Planning and Waiver Program, and the Mission Sustainment Program (MSP).
Assist operations of AFCEC/CPP which consists of two planning work elements (Installation Development and Regional Development).
Primary work location will be Joint Base San Antonio (JBSA)-Lackland near San Antonio, Texas. (Partial remote telework may be possible.)
Full-Time, Salaried position. Approximately 40 hours per work week.
Minimum Qualifications: Senior Planner – AICP certified
· Must be a US Citizen
· Valid certificate from the American Institute of Certified Planners (AICP)
· 4+ years of experience in a Leadership/Management role in planning or engineering, such as urban planning, land use planning, installation planning, regional planning, geospatial analysis, flight operations
· Bachelor's degree in related field such as Urban Planning, Architecture, Engineering, Geophysics, Political Science, etc.
Desired Qualifications: Senior Planner – AICP certified
· Experience in US military or Department of Defense (DoD) installation planning
· Knowledgeable about installation planning, to include zoning and form-based code, Mission Sustainment Program (MSP), Air Installations Compatible Use Zones (AICUZ), Airfield Criteria and Waiver Processing Procedures, Readiness and Environmental Protection Integration (REPI), airfield waivers, sustainable communities, land use planning, stakeholder involvement/engagement, applicable Air Force and DOD regulations, instructions, guidance, directives, and processes
· Experience in Project/Program Management
· Graduate level degree (M.A., M.S., or above) in planning, architecture, engineering, business, or related field
Responsibilities: Senior Planner – AICP certified
· Work with team of other Planners and Noise Modelers to collectively accomplish all tasks below
· Conduct technical studies, analyses, and evaluations that support AFCEC/CPP planning efforts
· Assist in the analysis and tracking of requests for permanent and temporary airfield waivers to determine their technical sufficiency in accordance with Unified Facilities Criteria (UFC) - Anticipate technical analysis and evaluation for approximately 10-15 installations per year
· Provide recommendations on standardization, project validation, and completeness on the current portfolio consisting of approximately 1010 permanent and temporary airfield waivers
· Provide reports detailing Transportation Network Plans and other component plans for conformance to requirements listed in AFI 32-1015 and applicable Air Force and DoD planning guidance - Anticipate evaluating approximately 4 to 6 component plans per year
· Assure conformance to templates for Comprehensive Planning Platform migration and to any requirements in UFC (Installation Master Planning and Severe Weather/Climate Hazard Screening and Risk Assessment Playbook)
· Aid in developing, maturing, and communicating new and existing processes, procedures, and associated work products in support of AFCEC/CPP installation and regional development planning programs, such as periodic newsletters or media reports
· Develop planning initiatives which support strategic initiatives, comprehensive planning, new mission requirements, and other strategic planning initiatives supporting enterprise planning
· Review planning products from other AFCEC Division products, services, and personnel with the AFCEC National Environmental Policy Act (NEPA) Center of Excellence regarding processes to identify and communicate future requirements which require NEPA/ Environmental Impact Analysis Process (EIAP) and AICUZ support
· Identify and prioritize data from existing CE plans which support installation strategic initiatives and IDP development - Anticipate evaluating approximately 8-12 per year
· Organize training events and development of training modules, to include handout materials, scripts, training curriculum for Comprehensive Planning programs to include installation development planning, land use planning, stakeholder involvement/engagement, enterprise planning, etc.
· Utilize information in comprehensive planning products (i.e., IDP, District Plans, Operational Noise, AICUZ studies) to update the Comprehensive Planning Platform (CPP) and Planning Mission Data Sets (MDS)

Program operations include installation planning, regional planning, climate resiliency, Airfield Planning, and encroachment management as pertains to mission sustainment. This program establishes a systematic framework for informing decision-making on the physical development of Air Force installations to ensure mission sustainment.
The overall goal of the Air Force Integrated Installation Planning program is to provide a cohesive, holistic strategy in support of Air Force objectives, with the primary focus to preserve and protect military readiness by preventing or mitigating current and potential risks to mission caused by mission sustainment and encroachment hazards within the mission footprint of an installation.
