The Roosevelt Island Operating Corporation (RIOC) is a public benefit corporation and politic arm of New York State, whose mission is to develop, maintain, and operate the infrastructure of Roosevelt Island. As part of this mandate, RIOC operates and maintains several facilities including the Cultural Center, Sportspark, and the Motorgate Garage; as well as other outdoor spaces such as Firefighter’s Field, Southpoint Park, and Lighthouse Park, among other facilities and locations. Infrastructure operations also includes the Aerial Tramway, and a free Red Bus Service that stops at various points on Roosevelt Island; and a Public Safety Department that serves as the community’s first responders in coordination with the New York City Police Department. RIOC’s workforce is also comprised of union workers from Local 210, 32BJ, PSOB, and other administrative staff.
POSITION SUMMARY:
Under the general supervision of the Director of Transportation the incumbent functions as a working supervisor responsible for the reliable and safe operation of the Roosevelt Island Operating Corporation’s public bus system, all RIOC owned fleet vehicles, and heavy equipment. The Incumbent is responsible for performing supervisory and administrative functions to provide safe, reliable maintenance services.
JOB REQUIREMENTS:
- Develop and implement maintenance, repair, and service programs for buses and non-revenue support vehicles; provide materials, supplies, and equipment necessary for that purpose.
- Develop, implement, and enforce safety practices and programs for maintenance activities to ensure compliance with RIOC policy as well as with local, state, and federal regulations.
- Inspect maintenance work for completeness which includes road testing repaired vehicles and conducting site visits to contracted properties.
- Supervise, mentor, and lead a team of service technicians and support staff. Schedule training and provide guidance to enhance their skills and ensure high-quality service delivery.
- Assign maintenance, repair, and service assignments to maintenance staff including Mechanics, Helpers, and Warehouse staff.
- Supervise maintenance staff in accordance with Collective Bargaining Agreement(s).
- Participate in hiring decisions as a selection panel member.
- Evaluate performance of maintenance staff, prepare performance appraisals of probationary employees and/or newly promoted mechanics.
- Evaluate and recommend technical skills training for mechanics as needed for them to perform correct and timely repairs.
- Investigate incidents, complaints, and claims, and take appropriate corrective actions, including training and remedial instruction.
- Instruct maintenance personnel in proper work methods and procedures, assign both scheduled and non-scheduled maintenance activities. Conduct quality control inspection of all maintenance and repairs performed on district vehicles and equipment.
- Enforce safety regulations and Hazardous Materials requirements. Perform regular safety briefings with maintenance personnel.
- Monitor inventory of parts, equipment, and supplies requisitioned from Procurement. Maintain an inventory of spare parts and materials necessary for equipment repairs. Monitor and order parts as needed to minimize downtime.
- Procure additional parts and materials as needed and ensure purchases are made within the RIOC procurement policy.
- Develop and implement a comprehensive maintenance program for the buses, truck and other RIOC vehicles and equipment. Schedule and oversee routine maintenance, inspections and repairs to ensure all pieces are safe and roadworthy.
- Utilize maintenance management software to create work orders, search past maintenance records, verify vehicle and generate reports to schedule due maintenance.
- Examine work orders for accuracy of reporting, and maintain records of repairs, maintenance, and servicing performing on district vehicles.
- Research and provide information for technical and campaign bulletins.
- Manage and monitor specific maintenance cost center accounts, track and document line-item expenditures.
- Interact with lease fleet customers, understand their service needs, and ensure that service requests are met in a timely and satisfactory manner. Address customer inquiries and concerns.
- Stay up to date with industry trends, new technologies, and advancements in service and maintenance techniques.
- Perform all job duties in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
- Reviews pre- and post-run Bus Condition Reports; logs required maintenance for mechanical staff; may perform minor repairs to busses as required.
- Perform other duties as assigned.
SKILLS & QUALIFICATIONS:
· Strong technical knowledge of bus and maintenance procedures preferred.
· Experience or knowledge of hybrid and electric vehicles a plus.
· Exceptional leadership and team management skills.
· Excellent communication and customer service skills.
· Strong problem-solving abilities and attention to detail.
· ASE master heavy-duty technician certification is desirable
· Proficiency in OBD II
· Must possess valid NYC Certifications for Air Conditioning, and/or Air Compressor(s)
· Must possess a valid Class B New York Driver License (with Passenger Transport Endorsement and Air Brakes)
· Should be familiar with reading, wiring diagrams, and service manuals.
EDUCATION & EXPERIENCE:
Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:
1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and five (5) years of full-time satisfactory experience of supervision/management experience with heavy-duty diesel vehicle maintenance.
2. A satisfactory combination of education and/or experience which is equivalent to "1" above. Graduate study in the field of business, or public administration, or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited school may be substituted for one year of the required experience. However, all candidates must have at least five years of experience as described above.
