The Air Force Test Center is looking for a Full-Time Interdisciplinary Supervisor (NH-0801/1515-03) to serve as the Capability Development Element Chief at the 846th Test Squadron (846 TS) at Holloman Air Force Base in Alamogordo, NM.

This position has a typical 2024 salary range of $86,962 - $134,435 (includes locality).

Mission/Purpose:
In this position you will serve as the chief of the Capability Development Element at the 846th Test Squadron (846 TS). The 846 TS works with DoD and other customers to develop, design, and execute high speed rocket sled ground tests that simulate selected portions of the flight environment in support of the development of aerospace weapon systems and other flight hardware. This position will participate in strategic planning, capability development, and resource management to ensure that the 846 TS is positioned to carry out its rocket sled test mission into the future. The position works closely with the squadron senior leadership team and interacts regularly with various DoD agencies across all services up to OSD level. Additionally, this position is the first line supervisor over an element of 5 – 7 government civilian, military and contractor personnel with diverse technical backgrounds and is responsible for planning, directing, organizing and exercising control over the element. He/she will monitor and evaluate activities assigned to subordinates to ensure technical accuracy and compliance with applicable directives, procedures and policies, and establish processes to improve organizational efficiency. Responsibilities require organizational leadership, sound judgment and discretion, knowledge of a varied scope of professional engineering and scientific principles, concepts, methods and practices.
Major Duties:
- Exercises supervisory personnel management responsibilities at least 25% of the time.
- Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work.
- Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Evaluates work performance of subordinates.
- Identifies developmental and training needs of employees, providing or arranging for needed development and training.
- Serves as a consultant and expert in technical work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems.
- Provides expert advice to senior colleagues and/or agency officials responsible for broad program operations.
- Provides authoritative technical advice to the higher levels of agency management on matters of exceptional importance in the continuation or abandoning of objectives, goals, and programs.
- Provides significant and innovative recommendations for advancing specialized programs and/or methods and evaluates and advises on the feasibility of new technology and state-of-the-art for incorporation into existing systems and equipment.
- Manages, plans, and organizes assigned projects, programs, and/or acquisitions to meet mission objectives.
- Establishes guidelines and provides technical guidance and oversight for specific projects or programs.
- Assesses program execution and takes appropriate action to adjust resources, change procedures, systems, or policies to increase efficiency and effectiveness.
- Directs a disciplined engineering approach throughout the lifecycle of an end-item or system to ensure that operational use, configuration changes, maintenance repairs, and part substitutions do not negatively impact efforts to achieve operational safety, suitability, and effectiveness.
- Reviews, prepares, and presents oral and written reports to using commands, Air Force, and DoD leadership.
Qualifications/Requirements:
- U.S. Citizenship.
- Obtain & maintain Security clearance.
- Financial Disclosure Statement (OGE-450) required.
- Bachelor’s degree or higher from an accredited institution in an engineering, scientific or mathematical discipline that meets OPM engineering (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf) or operations research (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/operations-research-series-1515/) requirements.
- Must obtain Practitioner Level Test & Evaluation Acquisition Professional Development Program Certification within four years of hire date.
- Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
- Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; systems engineering; and, other engineering disciplines, scientific concepts, and/or mathematical/statistical analysis.
- Professional knowledge of a wide range of engineering and/or operations research analysis concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced theories and scientific methods to project development, execution, and advisory services.
