Description
The District Superintendent of School serves as an integral member of the Commissioner’s Executive Leadership Team. The incumbent will work collaboratively with other members of the Executive Leadership Team, Union Leaders, Board of Education members, and other community leaders to ensure that the students receive a high quality education while meeting the needs of the district. Supervises directly or indirectly all employees of the school district.
Duties and Responsibilities

Provides leadership in the development, monitoring, assessment, and revision of a framework for teaching and learning that meets the needs of all students and staff within the division.

Ability to work to implement the vision, mission and values of the Department.

Abides by the Virgin Islands statutes and regulations, Virgin Island Board of Education policies and regulations and required federal regulations.

Develop district policies and procedures, goals and objectives and oversee the implementation of said policies and procedures.

Ensures that the Department operates in a fiscally responsible manner, adhering to all accounting standards, monitoring and manage the district budget, while ensuring that resources are allocated efficiently.

Ensures implementation and evaluation of all board-approved written curriculum for all subjects and inclusion of mandated programs and core curriculum content.

Supervises, either directly or through delegation, all activities of the district.

Attends and participates in all regular and special meetings of the Department of Education and makes recommendations on any matters affecting the schools.

Advises the department on the need for new or revised policies.

Acts on own discretion if emergency action is necessary in any matter not covered by department policy, reports such action to the Commissioner as soon as practicable, and recommends policy in order to provide guidance in the future.

Conducts a periodic audit of the total school program, and advises the Commissioner on recommendations for the educational advancement of the schools.

Recommend for employment the best qualified and most competent teachers, supervisory and administrative personnel.

Participate in union negotiations along with other members of the Department’s Executive Leadership Team.

Effectively assign the duties of all personnel within the district.

Recommends to the Commissioner any final action relative to the demotion or dismissal of any employee.

Conducts meetings of teachers and other employees as necessary for the discussion of matters concerning the improvement and welfare of the schools and is necessary to carry out the educational programs of the district.

Prescribes and implements rules for the classification and advancement of students, and for the transfer of students from one school to another in accordance with published policies.

Submits to the Commissioner a clear and detailed explanation of any proposed procedure that would involve either departure from established policy of the expenditure of substantial sums.

Accepts responsibility for the general efficiency of the district, for the development of the school staff and for the educational growth and welfare of students.

Mentors staff and demands high performance through sound personnel practices.

Oversees the delivery of the district's intervention and referral services for pupils who are experiencing difficulties in their classes and who have not been classified as in need of special education.

Implements policies and procedures related to missing children and the reporting of allegations of child abuse and neglect.
Minimum Qualifications

A master’s degree from an accredited college or university in educational administration. Doctoral degree is desirable.

A minimum of fifteen (15) years combined certified teaching and supervisory experience, with a minimum of ten (10) years at the supervisory level.

Experience in project management, including the ability to deploy resources and manage multiple projects.

Experience in leading large-scale educational program development and reform.
Position Factors
FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Thorough knowledge of the Public School Laws of the Virgin Islands, and the policies of the Board of Education. Some knowledge of technology, preferably in an educational setting. Ability to work effectively with all people. Excellent organizational ability and excellent interpersonal and communication skills.
The Commissioner and/or his/her Executive Office designee (the supervisor) provide general administrative supervision and management goals & objectives. The employee generally takes action with minimal supervision and keeps the commissioner informed. When complex issues arise, the commissioner provides assistance and guidance. Completed work is reviewed through progress reports, conferences and evaluations for overall effectiveness and contribution to Department’s goals & objectives.
FACTOR 3- GUIDELINES
Guidelines consist of Departmental and Governmental policies & procedures, Virgin Islands Codes, Virgin Islands Rules & Regulations, as it relates to personnel, budget, procurement, and other related matters. Although guideline interpretation is applicable, the employee uses considerable professional judgment in the performance of the job.
The work is complex and varied, including separate functional area i.e., personnel, budget and finance, procurement, etc. Decision on what needs to be done and in what order depends upon ongoing analysis of the project, program and/or phase of the assignment and includes identification and quantification of resources such as manpower, materials and funding.
The purpose of the work is to serve as integral members of the staff for administrative matters, and to provide recommendations on changes & additions to policy and practice within the specific scope of duties and to effectively and efficiently run the administrative areas to provide a variety of services in support of the Department and to contribute to the effectiveness of this agency and the Government of the Virgin Islands.
Personal contacts are with, deputy superintendents, administrative staff, employees from other departments/agencies, vendors, suppliers, federal agencies and stakeholders both in and outside of the local government.
The purpose of the contacts is to dispense information, plan, coordinate and advise on work or actions that affect the project or program and to verify that proper procedures are followed. Also provide briefings on the status and requirements of administrative management activities to managers, supervisors, and employees, and to interview persons seeking employment.
Work is sedentary; however, work can be strenuous when it involves facility & equipment inspections or outdoor activities.
Work is primarily performed in an air-conditioned office setting; however, work is sometimes performed outdoors. The specific project/program assignments will determine where the majority of the work will be performed.
