GENERAL PURPOSE
Performs a wide variety of specialized clerical, accounting, and administrative support for the Municipal Court. Reports to the Municipal Judge, executing administrative policies as determined by, in conjunction with, or in the absence of the Municipal Court officials.
ESSENTIAL SAFETY FUNCTIONS
It is the responsibility of each employee to comply with established policies, procedures, and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injuries or illnesses.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Greets incoming visitors, providing information or assisting the public regarding questions about the Municipal Court or actions taken.
- Serves as a buffer for the judge with upset citizens.
- Enters tickets into the Court Management System (CMS) daily.
- Schedule hearings and maintain accurate court docket.
- Print out court dockets for court and officers, which is held three times a week.
- Receipt daily payments and prepare daily bank deposits.
- Ensure deposits are taken to the bank daily.
- Retrieve credit card payment reports daily and receipt in CMS.
- Receipt and monitor restitution and scheduled time payments.
- Maintain accurate and complete court files. Organize files in a neat a tidy manner, schedule hearings, mail summons, clock in court documents, add new case parties, etc.
- Monitor conditional discharges and diligently schedule random drug screen testing according to the program schedule.
- Prepare all paperwork as needed for court sessions.
- After court, make sure all tickets/warrants are correctly disposed of accordingly & notated appropriately in CMS. Issue NRVCs or bench warrants for those defendants who did not appear.
- Send notices for suspension to DMV on all NRVCs that are beyond the 15-day grace period.
- Secures information for judges, and contact witnesses, attorneys, and victims to obtain information for court, and instructs parties when to appear in court.
- Acts as custodian of all documents and records.
- Ensures that payments are credited to avoid false arrests.
- Coordinates with Diversion Programs on behalf of all referral clients.
- Prepare expungements as required.
- Complete monthly financial reports and send remittance to SC State Treasurer.
- Present yourself with a cordial attitude and a pleasant demeanor when working with the public. Be courteous and respectful when answering questions from individuals with concerns as to paying tickets online, those called for jury duty, and those who are upset about the circumstances that brought them to court.
- Maintain utmost confidentiality in all matters related to this position.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) High school diploma or GED equivalent with course work in typing and/or modern office practices; and
(B) Three (3) years of related court experience in clerical, secretarial, paralegal, or administrative work; or
(C) Any equivalent combination of education and experience.
Necessary Knowledge, Skills, and Abilities:
- Considerable knowledge of modern office procedures.
- Working knowledge of state, federal, local law, legal language, and legal procedures.
- Some knowledge of basic bookkeeping practices, eligible for bonding by City.
- Skill in the operation of the listed tools and equipment, including computers.
- Ability to effectively communicate on a one-to-one basis with the public, judges, attorneys, police officers, defendants, and agencies.
- Ability to maintain effective working relations with employees, other departments, officials, and the public.
- Ability to maintain thorough, accurate records, whether typed, dictated or oral.
- Ability to locate all files or documents pertinent to any given case.
SPECIAL REQUIREMENTS & CERTIFICATIONS
- Required by the Court Administration to attend fifteen (15) hours, one time, for Victim Service Providers and two (2) hours of continuing legal education each year.
- Must be Criminal Justice Information Services (CJIS) certified within one (1) year of employment and recertified every two (2) years.
- Become Victim Service Provider (VSP) certified within one (1) year of employment and recertified every two (2) years.
- Maintain a current Notary Public status.
TOOLS AND EQUIPMENT USED
Personal computer system, including word processing, spreadsheets, and specialized court software; 10-key calculator; typewriter; phone; copy and fax machine; recording system; dictating machines, diagrams, entry books, tape recorder, charts, legal documents, forms, maps, programs, schedules.
