The Chief Financial Officeroversees all financial areas for Partnership Community Health Center (PCHC), including management of the general ledger and production of monthly financial statements, revenue cycle management (billing and collection), grants management, development of annual operating and capital budgets, statistical data tracking and cost reporting. This individual is responsible for driving financial initiatives. The CFO is the Leadership contact for all financial, accounting, and revenue cycle-related areas and issues of operations and is a member of the Executive Leadership Team.
Qualifications
· Bachelor’s degree in Accounting, Finance, or a related field is required. Master’s degree in Business or Accounting is preferred.
· Experience working for a Federally Qualified Health Center required
· 5+ years in a manager financial role is required.
· Experience working with general ledger and chart of accounts is required.
· Experience working with operational budgets is required.
· CPA is preferred.
Key Accountabilities
1. Provides strategic leadership in the areas of accounting, payroll, revenue cycle, budgeting, grants management, and IT.
2. Provides leadership and guidance to Revenue Cycle, Finance/Accounting, Payroll, Billing and IT teams.
3. Supports PCHC in the development of operating budgets and overseeing and monitoring to generate reports to leadership.
4. Manages resource allocation to achieve Revenue Cycle goals in conjunction with leadership teams
5. Works collaboratively with Executive Leadership towards strategic goals and initiatives.
6. Oversees and presents monthly financials and KPIs to the Board of Directors
7. Leads independent financial audit. In collaboration with the leadership team, reviews and monitors financial programs, standards, and policies.
8. Maintains compliance with governmental and regulatory agency requirements including the preparation of all regulatory and financial reports including HRSA financial reporting (FFR, PMS, grant reports, etc.) are filed timely and accurately.
9. Oversees the preparation and filing of corporate federal and state tax returns.
10. Maintains and updates Chart of Accounts including preparing standard journal entries, adjusting entries for monthly and year-end closing.
11. Directs and manages all financial accounting, reporting, procedures, and internal controls. Coordinates and prepares various financial statements and productivity reporting.
12. Oversees all budgeting and reporting to leadership, board of directors, and finance committee.
13. Provides financial data and collaborates with Human Resources on Physician and Dentist compensation plan.
14. Manages all contracts in accordance with the contract policy and reviews and negotiates renewals.
15. Oversees the federal procurement policies and procedures in relation to the HRSA compliance manual.
16. Oversees grant management for contract reimbursement.
17. Audits expenses in accordance with general accounting principles; including the auditing of Leadership’s expense accounts.
18. Oversees audit process to meet OMBA-133 standards.
19. Creates, updates, and implements financial policies and protocols to remain compliant with Federal and FTCA requirements.
20. In conjunction with the Revenue Cycle Manager, develops, supervises, and coordinates all efforts to attain maximum third-party reimbursement, including payer credentialing.
21. Manages collection agency performance quarterly and report financial performance to Leadership.
22. Keep abreast of FQHC finance and policy updates and serve as subject matter expert to the organization

Pay: $95,014.00 - $140,987.00 per year
