The Virginia Beach Department of Public Health (VBDPH) is seeking a highly motivated employee to serve as our Emergency Services Planner! Virginia Beach is the largest independent city in the Commonwealth of Virginia, with a population of over 450,000 residents. The Emergency Services Planner is part of a multidisciplinary team whose mission is to “protect the health and promote the wellbeing of all people in our community." This position works as a member of our Emergency Preparedness team, working closely with Emergency Coordinator, VBDPH Leadership, and External Stakeholders. The Emergency Services Planner assists in the promotion, development, training, and maintaining the VBDPH EP&R program in ensuring the operations & response of Public Health. They ensure an adequate and robust response during an emergency response with a public health component, such as natural or man-made disasters, infection disease outbreaks, or in response to acts of bioterrorism or other threats.
This is a restricted position which is solely funded by the Public Health Infrastructure Grant, renewable annually in September. Employment is contingent on the continued availability of grant funds.

Minimum Qualifications
- Demonstrate working knowledge of state emergency operations plans & systems, data processing and, agency policies, procedures, and regulations
- Demonstrated ability to develop program procedures and evaluate outcome
- Demonstrated ability to effectively communicate; ability to work with all levels of government
- Ability to conduct trainings (via webinar, face-to-face or phone), provide technical assistance, collect and analyze data, perform administrative tasks, use evaluation protocols, and generate reports
- Experience in the creation of emergency preparedness templates, plan development and exercise

- Prior public health and/or outreach experience preferred
