PRIMARY PURPOSE:
- Direct and manage the compensation function of the Personnel Services department.
QUALIFICATIONS:
Education/Certification:
- Bachelor’s degree in business, math, human resources, education, or equivalent
- TASBO Certification (preferred)
SPECIAL KNOWLEDGE/SKILLS:
- Knowledge of wage and salary administration
- Ability to implement policy and procedures
- Ability to use software to develop spreadsheets, perform data analysis, and do word processing
- Knowledge of MUNIS software (preferred)
- Proficiency skills in keyboarding and file maintenance
- Ability to work with numbers in an accurate and rapid manner
- Ability to manage budget and personnel
- Excellent public relations, organizational, communication, and interpersonal skills
- Ability to speak effectively before groups of employees, the school board, or other organizations
EXPERIENCE:
- 3 years of progressively responsible experience in human resources management or public school administration
MAJOR RESPONSIBILITIES AND DUTIES:
- Oversee and manage the district’s competitive compensation program including regular evaluation of pay and stipend structures, market alignment, job descriptions, and position alignment.
- Oversee and manage the development and implementation of procedures for administering the district’s pay practices. Ensure placement of newly hired employees and employees who change assignments are applied consistently.
- Analyze wage and salary market data and develop competitive compensation strategies that align with the district’s budget and goals.
- Evaluate job content and review and make recommendations for position reclassification requests.
- Oversee the annual pay increase process and monitor adjustments.
- Work cooperatively with the business/finance department to develop compensation budgets based on staffing projections and available funds.
- Prepare and deliver written and oral presentations on compensation issues to employees and the school board.
- Stay abreast of current research and best practices in compensation in educational and non-education-related settings, and adjust plans, policies and procedures accordingly.
- Ensure compliance with local, state and federal employment laws. Stay abreast of state and federal public policy changes that could impact compensation in the district.
- Maintain library of current and past job descriptions both on the district website and electronic files.
- Maintain compensation records for all employees.
- Respond to requests for verification of employment
- Maintain confidentiality of privileged and sensitive information.
- Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
- May supervise, evaluate, and/or assist with employment decisions of Personnel Services department employees.

- May be required to work prolonged or irregular hours; occasional district wide and statewide travel as assigned by Assistant Superintendent of Personnel Services
