Job Summary:
The Proposal Manager will manage all aspects of developing high quality, compelling and compliant government proposals. The position requires skills in proposal management, proposal coordination and desktop publishing.
What you’ll be doing: The Proposal Manager will be accountable for managing all stages of the proposal development process from solicitation release through proposal submission in response to government sources sought notices and requests for information (RFIs), quotes (RFQs), and proposals (RFPs).
As the Proposal / Capture Manager you drive new revenue growth as the primary manager for incoming Request for Proposals (RFPs) through proposal submissions to our customers. You will oversee our proposal process including task delegation, response editing, desktop publishing, formatting, graphics and submission. You will work with internal cross-functional teams to create deliverables that match customer requirements and timeframes. Develop and convey Pursuit, Positioning, and bid Strategy recommendations to business leadership during regular capture reviews. Use expertise with capture and business development processes to identify addressable market and sell increasingly technical solutions and technical services work. Support multiple captures and complex technical bids while leading one or more effort. Identify and assess clients’ requirements and buying patterns, firm competitiveness, key risk drivers, opportunity return on investment, and conflict of interest concerns. Support strategic planning efforts to expand client-based opportunity portfolios and pipeline. Support successful management of key stakeholder relationships and keep the business leadership team informed and engaged in advancing strategic partnerships with clients and industry partners.

Essential Functions:
- Execute all position responsibilities in alignment with Vertex Solutions core values, mission, and purpose
- Demonstrate leadership skills, with the ability to effectively resolve conflict, and vector appropriate resources to maximize proposal development.
- Produce proposal outlines, compliant Requirement Traceability Matrices, and instructions for creating a proposal that meets the dictated customer requirements
- Coordinate and hold major pursuit meetings such as kick-off, strategy, and regular status meetings as needed
- Develop and manage to a proposal schedule; Meet established deliverables and production deadlines.
- Report proposal progress to executive management
- Promote a strong sense of urgency for reaching goals and key deliverables
- Develops strong theme statements based on Capture Plan information.
- Completes storyboard template for proposal sections.
- Develops formal kickoff presentations and supports meeting logistics.
- Interfaces with subject matter experts (SMEs) in coordinating/preparing the response documents.
- Consolidates response input from multiple authors/reviewers; edits for content, clarity, and style.
- Performs desktop publishing in MS Word, and other tools (e.g., Adobe Acrobat, MS PowerPoint) to ensure proposal documents are properly formatted, compliant with solicitation requirements, easy to read, and visually appealing.
Minimum Requirements
- BA/BS in related technical, contracts, or management field
- 5+ years experience in project management, technical writing, or similar role
- 3+ years of experience designing and producing RFP responses for the US Government, including designing, planning, and delivering content solutions that meet the needs of technical business customers
- Minimum of 4 years experience in proposal management, including producing and delivering proposals with technical subject matter, management consulting and IT services preferred.
- Training in formal capture/proposal methodologies, e.g., Shipley Proposal Training including Proposal Management, Proposal Writing, and Capturing Federal Business
- Strong written and verbal communication skills
- Experience working in a Capture Management environment, or experience in Capture Planning, etc. is desired.
- Strong desktop publishing skills.
- Familiarity with creating a template for proposal responses
- Comfortable in a fast-paced environment
- Experience leading proposal volumes and/or performing as a writer on proposals.
- Experience working within Microsoft SharePoint and Teams is desired.
Preferred Skills
- Experience standing up and rolling out proposal develop portal and configuration control practices.
- Formal proposal training and/or certifications (APMP, Shipley).
- Experience working directly with software engineering teams on documentation for a technical audience, such as developers, DevOps, IT professionals, or engineers
Supervisory Responsibility:

Position Type/Expected Hours of Work:
Some flexibility in hours is allowed, but the employee must be available during a normal shift (8 hours) between the hours of 0700 and 2000. Occasional standby or “on call” work and evening and weekend work may be required as job duties demand.
Travel:
5% - 10% travel is anticipated for this position. Travel will include occasional visits to Vertex Solutions HQ in Niceville, FL.
Work Authorization/Security Clearance:
