About this Role:
The role of the Medi-Cal Behavioral Health Network Adequacy Liaison is to serve as the liaison between the Department of Health Care Services (DHCS) and California counties administering Medi-Cal behavioral health programs that deliver Specialty Mental Health Services and substance use disorder treatment services. To successfully undertake this role, the Liaison conducts monitoring activities under the direction of a Staff Services Manager I (Unit Chief) verifying counties are in compliance with network adequacy requirements set forth in Title 42 of the Code of Federal Regulations (42 C.F.R.) § 438.68, 438.206, and 438.207 [Medicaid Managed Care (MMC)], Welfare and Institutions Code 14197, policy letters, and contracts between DHCS and counties. Further, the Liaison serves as a subject matter generalist and provides recommendations related to the development of strategies and processes to enhance statewide availability and accessibility of services, network adequacy, and provider capacity. The Liaison also serves as a lead in the development and completion of annual reports of findings documenting the results of each county Medi-Cal behavioral health programs' compliance with network adequacy, compiling and analyzing data and drafts, finalizing, and/or revising reports on the adequacy of each county behavioral health plan provider network.
