Job Description
This position serves as Production Project Specialist in the Scheduling Branch in the Business Operations Division in the Naval Foundry and Propeller Center (NFPC), Norfolk Naval Shipyard Detachment, Philadelphia, PA. The Naval Foundry and Propeller Center’s primary mission is to design, manufacture, and repair propellers for the US Navy. The incumbent ensures that all business and industry efforts for NFPC, propeller and propulsor manufacturing projects are properly planned and coordinated. The incumbent is considered an expert on business strategy and operations of NFPC and is planning liaison for all technical matters. The incumbent performs support functions including work induction, funds administration, planning and estimating, work scheduling, staffing and material management. Responsibilities include but are not limited to:
The incumbent must possess the ability to evaluate the industrial base and determine the ability to support current and projected programs. In addition, the incumbent must be able to identify problem areas and recommend action to resolve problems. The incumbent must be able to review technical plans and proposals from research and development through manufacturing and use this information to plan and organize projects. The incumbent must also be able to assemble and lead project teams consisting of planning, engineering and trade skilled personnel. The incumbent must coordinate all the activities of the individual functional areas into a unified program which meets the overall program goals and requirements. The incumbent must support all phases of Navy propulsor manufacturing industry acquisition including pre-award activities, contract surveillance, program support monitoring, assessment of new technologies programs and the industrial base. These activities include:
· Develop work breakdown structures (WBS) for projects using technical guidance provided by engineers.
· Develop project schedules and activities in support of project requirements and developing cost and financial documentation for assigned projects.
· Coordinate development of project activities and obtaining final commitment on final schedules and plans including coordination and leading of team meetings.
· Participating in procurement planning for projects.
· Monitor and lead project reviews, readjusting funds, schedules and scopes of work for assigned projects.
· Participate in and conduct formal and informal presentations, briefings or necessary customer interactions on all aspects of projects.
· Receive, coordinate, develop and accomplish through to completion special project assignments. These assignments, generally related to shipbuilding industrial base issues, are typically unique in nature with little or no precedence. The unique characteristics and complex nature of these assignments require that the incumbent possess strong organizational and analytical skills.
· The incumbent often functions as a team leader, as such, the incumbent will be responsible for the development and application of specifically tailored analytical tools for use in problem identification and proposal of alternative solutions.
· Working primarily in a team environment the incumbent will require the ability to organize, coordinate and communicate project activities across division, office and organizational lines.
· The incumbent will be responsible for preparation of procedures, establishing milestones schedules, project goals and execution; coordinate individual assignments with overall office objectives. Additionally, the position responsibilities include the presentation of findings and recommendations as to appropriate actions to higher authorities.
· Other duties as assigned.
Qualifications Required for the Position
· Knowledge of project management principles, methods and techniques required to develop, schedule, coordinate and manage projects of designated scope pertaining to foundry industry, propeller and propulsor manufacturing.
· Knowledge of project execution, management and delivery to achieve critical project goals, timelines and objectives.
· General knowledge of contract administration techniques sufficient to monitor contractors’ performance; general knowledge in negotiation techniques required to participate in contract negotiations and business meetings.
· Working knowledge of budget formulation and execution and the policies and procedures inherent to the project planning process.
· Ability to integrate knowledge of diverse programs and services to develop a customer focused asset strategy including, but not limited to, legal, engineering, architecture, finance, asset preservation, etc.
· Ability to interpret contract specifications, and to perform recurring inspections, review government and contractor performance and to evaluate, document and ensure quality of services provided.
· Knowledge of cost and price analysis principles, techniques and business/industry practices sufficient to analyze cost and pricing data and to prepare and/or evaluate highly detailed and technical contractor cost estimates for reasonableness and fairness.
· Ability to communicate effectively orally and in writing including the preparation and presentation of project status and financial reports.
· Develops advance planning data, i.e. manpower material design and facilities, proposed schedules and key event schedules. Ability to provide analysis of budgetary or other resource limitations and the development of alternatives (trade-offs) when necessary
· Ability to assemble and lead planning, engineering and production trade skilled personnel throughout project planning, execution and problem resolution activities.
