Summary:
This position is responsible for providing leadership and supervision of Regional Supervisors and the properties for which those Regional Supervisors including property management function for properties owned and/or managed by the Company. Position assists in the establishment and implementation of policies and procedures for the Property Management business unit within the organization and serving as the direct liaison with regulatory agencies and owners of the properties by performing the duties set forth in job description. Below is a brief summary reflecting many of the skills and experience needed.
Employee Management including:
· Coordinate with Human Resources to establish and maintain a superior workforce.
Financial Administration:
· Must understand financial requirements and owner expectations of each property in the portfolio under supervision. Also includes: completing/overseeing budgets for all properties in assigned portfolio, monitor HAP payments, AR/AP and cash flow.
Regulatory Administration:
· Know and understand all regulatory programs and requirements applicable to the properties directly and indirectly supervised.
· Ensure that Regional Supervisors under supervision and property managers have and maintain a full understanding and working knowledge of the programs their properties are subject to.
· Coordinate with Compliance Department, Trainer and Management Software Administrator to ensure affordable sites are receiving sufficient training to fully understand and comply with all regulatory and programmatic requirements.
· Establish Positive relationships with regulatory partners.
Physical Site Oversight:
· Coordinate with supervisor and other corporate employees to ensure ERES managed properties are well maintained, preventive maintenance has been conducted, and the physical structures are meeting ERES and owner expectations.
· Coordinate with FMCS to create and manage capital improvement plans, capital budgets, bids for significant projects, hiring key maintenance staff and developing policies/procedures to maintain the physical sites.
Resident Relations:
· Ensure all issues forwarded from HUD, Contract Administrator or Reputation.com are responded to. If not responded to personally assign to staff and follow up to ensure completion.
· Intercede, as needed, with resident issues and monitor evictions at the sites.
Reporting and Owner Relations:
· Serve as the primary liaison for ERES with owners and syndicators, attends meetings and provides reporting, as requested. Requirements per owner vary.
Corporate Responsibilities:
· Coordinate with ERES department heads, the VP of Property Management, EVP and President to develop ERES goals, expectations and plans for growth.
· Assist with instilling the corporate culture at the sites and with the employees.

EDUCATION AND/OR EXPERIENCE:
· Bachelor's degree (B.A.) from four-year college or university; or five to seven years related experience and/or training; or equivalent combination of education and experience.
COMPUTER SKILLS:
· To perform this job successfully, an individual should have knowledge of: Property Management and Accounting Software, Payroll Systems; Spreadsheet Software (Excel); Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint); Ability to work on TEAMS/Zoom.
CERTIFICATES, LICENSES, REGISTRATIONS:
· Regulatory Designations – Certified Property Management (CPM) or equivalent helpful
Certified Occupancy Specialist required or willingness to take a pass within 3 months of hire
Tax Credit Certification required or willingness to take a pass within 3 months of hire
OTHER SKILL, ABILITIES, AND QUALIFICATIONS:
· Ten plus years of progressive leadership experience in property supervision, no less than five years’ experience in a similar position of authority and level of responsibility preferred.
· Knowledge of Property management software procedures for on-site work and reporting functions.
· Demonstrated ability in strategic planning and execution. Knowledge of change management. Critical thinking.
· Work requires professional written and verbal communication and interpersonal skills.
· Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects.
· Ability to participate in and facilitate group meetings.
