Performs routine (journey-level) consultative services and technical assistance work. Work involves assisting with planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Functions:
Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to program assignment.
Coordinates, plans, and research agency’s state-owned property control program from acquisition to disposal with DFPS divisions such as Procurement, Accounting, Information Technology, and DFPS program areas.
Assists with training on asset management functions and responsibilities.
Conducts HHSAS/CAPPS testing for software upgrades, modifications, and corrections.
Monitors the agency’s performance in property accounting and advises DFPS Management as appropriate.
Provides support and collaborates in the planning, development, implementation, analysis, and documentation of an agency program.
Provides input and testing for modifications or upgrades to the agency’s automated property control systems and is involved in all aspects of system implementation.
Tests system modifications and upgrades to ensure successful functioning of property accountability system.
Oversees the performance of the agency Annual Physical Inventory procedures to ensure compliance with State Property Accounting (SPA) guidelines.
Collaborates routinely with DFPS Program staff, DFPS Accounting staff, DFPS Information Technology staff, the Texas Comptroller’s Office, Texas Facilities Commission Property Disposal staff, HHSC Asset Management staff, and HHSC Enterprise Support Systems staff for HHSAS-related issues.
Serves as a liaison to staff, government agencies, community organizations, or the general public to assist in explaining program specifics and requirements.
Coordinates the support of RAS/HHSC in the annual physical inventory of all DFPS assets.
Performs post-inventory reconciliations of records to evaluate status, analyze findings, and identify opportunities for process improvement in anticipation of future annual inventory..
Represents DFPS at interagency asset management meetings and workshops.
Functions as the Implementation Leader by monitoring software performance and coordinating resolution of HHSAS system errors; monitors condition and accuracy of database information, and initiates corrective actions as needed; and ensures the accuracy of the barcode software during the annual inventory process.
Monitors and reviews compliance with requirements, laws, regulations, policies, and procedures for assigned program.
Ensuring adherence to state property accountability standards and policy guidelines regarding agency asset management, including providing training on asset management practices.
Work involves responsibility for the agency’s state-owned property control program from acquisition to disposal and the agency’s automated software systems used for purchasing, receiving, and payment of agency-acquired assets.
Responsible for adhering to the policies established by the Texas Comptroller and Texas Facility Commission for reporting lost, stolen, and inventory items.
Assists with the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports.
Ensures that all DFPS assets are identified and maintained in the Health and Human Services Administrative System (HHSAS) inventory system and the State Property Accounting (SPA) system.
Responsible for reconciling the SPA and HHSAS property accounting systems to ensure alignment and accuracy in property controls. Managing the acquisition and disposal of assets in accordance with surplus and salvage procedures. Ensuring compliance with policies set by the Texas Facilities Commission and the Texas Comptroller when determining disposal methods and protocols.
Assists in providing consultative services and technical assistance for agency programs.
Oversees communication with stakeholders and supervisor to ensure they are kept informed and in agreement with program updates, changes, and risks.
Identifies, creates, and oversees the implementation of program standards and tools used.
Acquires comprehensive knowledge of asset management programs/processes, including both technical and non-technical aspects, to proactively address and mitigate operational challenges daily.
Assists with the preparation of administrative reports, studies, and specialized projects.
Distributes the asset identification numbers to staff.
Completes the monthly and/or quarterly asset reconciliation between HHSAS and SPA.
Prepares asset management reports as requested by DFPS management, including conducting special analysis as required.
Coordinates the support of RAS in the annual physical inventory of all DFPS assets.
Assists in preparing comprehensive reviews of literature, statutes, rules, and/or policies.
Collaborates with various departments to identify opportunities for enhancements to process adjustments to customer service delivery.
Conducts post-inventory reconciliations of records.
Assists with the review of program area operations to identify areas in need of change and assists with the development of plans to improve or address areas of concern.
Assesses program needs and develops a strategy for evaluating the impact of agency initiatives.
Identifies areas for improvement and provides recommendations for enhancements to incorporate post annual inventory.
May assist in preparing justifications for the implementation of procedural or policy changes.
Collaborates with agency partners to gather feedback on process and procedural adjustments that align with DFPS business requirements.
Performs related work as assigned.
