POSITION: Utility Billing Specialist II

SALARY RANGE: $21.57 - $23.73 per hour
This is responsible clerical work in the Finance Department’s Utility Billing Division receiving and processing all City revenues including but not limited to utility payments, miscellaneous receivables, business tax licenses, and permits. Responsibilities include balancing and preparing daily deposits; processing and issuing business and solicitation tax receipts; responding to service requests; customer inquiries and issues; and establishing customer accounts. Employee must exercise courtesy and tact when addressing the public. This position may be required to participate in cross training in other areas. This training may include, but is not limited to, duties related to billing, business tax receipts, improvement fees, returned payments, and reporting for Finance.
Performance is reviewed through observation, records, reports, and conferences.
ESSENTIAL DUTIES
- Exhibit regular, timely attendance, i.e., dependability, punctuality, and responsibility. Back-up for billing or business tax receipts.
- Answers multi-line telephone; provides phone coverage for City personnel; greets and directs the public; answers inquiries.
- Responds to or refers requests for information and resolves customer issues; initiates service requests in the form of work orders.
- Self-motivated and detail-oriented with proficient decision-making skills.
- Determines the proper jurisdiction for requested City utility and other services and calculates appropriate fees; establishes customer accounts and initiates related service; maintains files.
- Researches and adjusts customer account data; processes returned payments, complies reports; generates departmental letters.
- Provides follow-up on delinquent accounts for collection or turn-off.
- Receives and processes City revenues; balances cash drawer and prepares daily deposits.
- Operates the internal communications system radio equipment.
- Processes and distributes interdepartmental and out-going City mail.
- Participate in disaster preparedness, response, and mitigation and may be required to respond during emergency incidents.
- Verify the accuracy of all data entry.
- Perform other duties as assigned in a positive manner which supports the vision and strategic objectives of the division/department and the entire organization of the City of Temple Terrace.
MINIMUM QUALIFICATIONS
Knowledge, Skills, and Abilities
- Knowledge of English; spelling; math; standard office practices, procedures, and equipment.
- Knowledge of recordkeeping practices and procedures.
- Proficient in computer applications, specifically, Microsoft Excel and Microsoft Word.
- Knowledge of either utility billing or business tax receipts procedures; being able to perform tasks specific to one of these specialties.
- Knowledge of residential improvement fees, being able to quote costs and issue an invoice.
- Run monthly Postage Reports and submit to Finance.

- Rapidly and accurately use a calculator, enter data, and manage cash; learn departmental procedures.
- Learn the City’s geographical service areas.

TRAINING, CERTIFICATION, AND EXPERIENCE
- High School Diploma or GED required.
- Minimum of 1 year experience in a governmental utility service office.
- Proof of the following NIMS/FEMA certifications will obtain preference (must be completed within the first 2 years of employment)
- ICS-100, ICS-700
SPECIAL REQUIREMENT
- Valid Florida Driver's License (if not currently held at time of hiring, must be obtained within 6 months)
