The Rail Safety Specialist is a dynamic role that executes, coordinates, and monitors safety related functions ensuring compliance of safety programs including system safety, occupational safety and construction safety within the areas of rail operations. As a key member of the Safety, Security & Quality Assurance division, you will assist with safety program development and implementation, safety audits, facility and operations inspections, and accident/incident investigations.

Bachelor's Degree in Occupational Safety and Health, Safety Engineering, or related field and two (2) years of experience conducting safety program activities, including safety audits, inspections, and Investigations OR equivalent combination of education and experience sufficient to successfully perform the essential duties. Experience working in Public Transportation is preferred.
LICENSES AND CERTIFICATIONS:
Must possess a valid Arizona driver's license
Certification as described in Final Rule 49 CFR Part 672 is highly desired.
Applicants with OSHA level certification (30-hour or higher) preferred

Implements and monitors occupational health and safety program activities including facility inspections, accident investigations and emergency planning; monitors program compliance with mandated laws, rules, and regulations.

Provides technical safety information and compliance requirements to management staff, employees, and contractors.

Provides safety support and oversight of Valley Metro's facilities, operating divisions, construction sites (as necessary), contractors, equipment, and safety devices.

Conducts proactive inspections and graded audits to identify risks, and drive accountability by assigning corrective action plans and tracking timely closure.

Assists with safety oversight of Valley Metro departments, contractors, and construction projects.

Represents the agency in internal and external safety meetings and committees to provide comprehensive technical advice as needed.

Maintains records and ensures accuracy of all accident/injury reports.

Conducts research and monitors safety regulations to develop departmental safety policies and procedures and ensures implementation.

Responds to safety related events and provides emergency response on a 24-hour on-call basis.

Acts as liaison and works collaboratively with field operations in implementing and monitoring activities related to the agency’s Safety Management System (SMS).

Supports Valley Metro’s SMS program by collecting and analyzing data to identify trends and areas of risk.

Evaluates risk, analyzes hazards, tracks incidents and recommends improvements and corrective actions along assigned rail system zone to the Rail Safety Manager.

Assists other Safety Specialists as needed and supports the Safety Administrators with data collection, reporting and analysis.

Assists with accident/incident investigations involving the public, contractors, and employees that involve Valley Metro personnel and/or property, determines the cause and provides solutions and reports as required to regulatory agencies.

Assists with the preparation of internal and external reporting requirements; maintains records and develops reports on new or ongoing programs and program effectiveness; prepares statistical reports as required.
Knowledge of:
Rail transit system safety;
Applicable OSHA regulations and requirements;
Current occupational safety and industrial hygiene standards;
Principles and practices of accident investigation;
49 CFR Part 40 – Drug & Alcohol Testing Program;
49 CFR Part 673 – Public Transportation Safety Plan, and Principles of SMS;
Proper use of safety equipment and current trends in personal protective equipment;
Current techniques and methods used in the hazard analysis process including job hazard analysis;
Fire/life safety principles;
Principles and practices of construction safety;
Regulatory and administrative reporting and record keeping.
Skill in:
Developing and implementing safety program plans and procedures, conducting investigations, analyzing data, and identifying and recommending corrective action;
Using discretion and judgment with operational issues and problems;
Using a personal computer and applicable software applications (Microsoft Office);
Reading and interpreting technical information and contracts;
Maintaining confidentiality and safeguarding sensitive material;
Conducting oral presentations, relaying technical information in understandable terms;

Performs other duties of similar nature and level as assigned.
Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, reaching, standing, feeling, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, oils, extreme temperatures, and travel.
Work may require extended hours or call back in emergency situations. Night and weekend work on occasion.
