Springdale Water Utilities (SWU) is expanding its Engineering Department due to growth and our desire to manage more data internally to make financial decisions for our future. Our Engineering Department not only oversees major projects in our systems with consulting engineers; we actually perform our own engineering in-house much like a traditional private engineering firm. COO and Director of Engineering, Rick Pulvirenti, P.E. will oversee this position in addition to our other professional Staff Engineers.
The Springdale Water Utilities has an opening for a licensed professional engineer to fill a newly created position in the engineering department of the utility. The individual will oversee the flow monitoring and data acquisition of information collected within the sanitary sewer collection system and water systems. The individual must be skilled in hydraulic analysis and be able to demonstrate the ability to perform analysis through computer aided modeling. The position will include updating the water and sewer computer models, gathering field data, operating and maintaining flow meters and sensors, complying data, performing population and usage projections, and to update the master planning documents to ensure performance and adequacy of systems to meet regulatory compliance and minimum allowable standards.
Although extensive modeling experience is desired, it is not necessarily required, however, experience is a discriminator. A P.E. license is also desired, but may be waived depending of the individual and their status in obtaining that licensure in the very near future. Residency in Springdale is desired, but not required. who can fit in and be a part of a growing community and engineering team. Staff Engineer

Job Description
Working under the direction of the COO/Director of Engineering, this individual is responsible for the execution of duties assigned to the Engineering Division of Springdale Water Utilities, hereinafter referred to as the Utility. Oversees and performs a wide variety of civil engineering duties including design and project management of municipal water and sanitary sewer projects. Staff Engineer is responsible for ensuring appropriate health and safety measures are established and executed by assigned staff in systems operations, maintenance, and new construction.
This position is full time at 40 hours per week; however, it may include work outside normal business hours.
Knowledge, Skills & Abilities To Meet Job Requirements
It is essential that the person appointed to this position has obtained adequate engineering training and has the knowledge and management skills in the operation of a public water system and a sanitary sewer system. In order to execute this job assignment successfully, potential candidates for this position must demonstrate the following knowledge, skills, and abilities:
- Knowledgeable in project management/monitoring principles
- Knowledgeable of current principles, practices, methods and techniques of civil engineering, natural resource management, water and wastewater engineering, environmental sciences or related disciplines

Responsibilities
Review, analyze, make recommendations and implement changes and improvements to engineering processes, quality control systems, and design procedures. Review and/or design of development projects, in house projects, or out-sourced engineering projects for progress, adherence to schedule, and phase completion. Allocate work and assignments to appropriate personnel and staff. Develop, maintain, and ensure the continuous quality improvement of communication, information/resource sharing, and work organization methods. Promote and model teamwork concepts, continuous quality improvement, and effective communication and information flow within department and between staff, the Arkansas Department of Health, developers, customers, peers, and others as necessary. Responsible for engineering and planning work necessary to plan and complete assigned projects. Perform complex engineering research and design in support of recommendation and project review. Responsible for collecting and analyzing a variety of engineering data. Prepare maps, statistical information, plans, specifications, and cost estimates pertaining to assigned projects. Uses various computer programs as an aid to data analysis, project management, modeling, design, computations, and reports.
Education & Training
Graduation from a four-year college or university with a degree in Civil Engineering with three years progressively responsible civil engineering experience required.
Registration as a Professional Engineer in the State of Arkansas is highly desired.
Must be able to obtain and maintain, within one (1) year, after assuming position, a Class IV Water Operator’s Distribution License from the Arkansas Department of Health. The Utility’s compensation system is designed to motivate employees to contribute to the maximum of their ability by compensating based on their job performance and meeting licensing requirements. Inability to obtain proper licenses, within a year of being eligible to test, will result in a decrease of potential merit increases.
Must possess and maintain a valid Arkansas Driver’s License.

Vision abilities required for this job also include close vision and the ability to adjust focus. Physical exertion may be required to push, pull, lift, and/or carry up to 40 pounds. The noise level in the office environment is moderately quiet.
: Some travel is required to a variety of locations to perform work, attend meetings, and observe field conditions. Field work can include exposure to fumes, dust, odors, chemicals, high electrical voltage, traffic, confined spaces, slippery work surfaces, and the hazards related to field inspections performed at construction sites with dangerous machinery and equipment. Required work involves walking, talking, and hearing; using hands to handle, feel or operate objects, tools, instruments, or controls; and reaching with arms and hands. The employee will be required to walk around construction sites and undeveloped field sites; climbing into and out of excavations, climbing stairs and using a ladder for inspection of Utility equipment or facilities. Noise levels can be excessively high.
Salary range is $6,804-$8,508-$10,209 DOE
