Overview:
***This position is located in the United States in support of LOGCAP***
Scheduler is responsible for working closely with technical experts/project leads, project supervisors and managers in creating and managing project schedules. Works closely with others in linking critical activities across multiple projects. Create and publishing of high-level integrated master schedules. Coordinates and tracks multiple key projects and tasks. Performs as a lead scheduler while assisting department with special projects. Maintains a resource loaded and networked program schedule for on-going and special projects that can be used to analyze resource allocation, mission completion dates, and “what if” analysis. Tracks and updates personnel and project tasking progress daily. Creates tracking reports out of MS Project or similar online management software for various levels of management. Facilitates, manages and coordinates project schedule and recommends appropriate lead-lag times. Plans workload for multiple project management teams and de-conflicts resources. Provides forward looking schedule analysis to Leadership. Interfaces between senior management and department PMs to gather data and adjust scheduling parameters. Contributes to program proposal preparation efforts. Works with project subcontractors to communicate scheduled task and schedule variances. Performs other duties and assignments as required.

Organize, implement, and maintain scheduling management system supporting identified projects and their plans.

Assist to set up tasks and sub tasks to ensure satisfactory realization of project contract requirements as scheduled.

Log project timelines and maintain database of tasks and its status.

Log all new information into database and provide scheduled reports for contract coordination and reporting purposes.

Interact with customer and project staff to schedule work and coordinate assignments.

Design and develop project schedule.

Interact with project team and task managers to define scope of work to develop and update detailed schedules, cost information and identification of variances from original plan.

Evaluate project schedule progress and performance and identify developing problem areas.

Analyze critical path and constraints to determine effect of changes to schedule and recommend work-around.

Develop and update weekly short interval schedule working with superintendents and field engineers.

Suggest management of risks affecting project profit, costs, schedules and client relations.

Support project management team to maintain timely and effective change management processes, procedures, and systems.

Assist project team to develop and maintain periodic status reports to keep management informed on project progress.

Conduct analysis to determine alternative courses of action or recovery on slipped schedules.
Qualifications:
MINIMUM QUALIFICATIONS:
- Education/Certifications: One-year related experience may be substituted for one year of education if degree is required.

Minimum ten (10) years’ experience as a Scheduler and/or Planner

Bachelor's or higher degree in design or Construction Project Management.

Maintain Proper License

Experience:
-
Must have at least 10 years of related experience and training, or equivalent combination of education/training and experience in a multi-discipline environment comparable to/being offered under this contract.

Must be CAC eligible and/or able to obtain a Common Access Card (CAC)

Must be a U.S. Citizen
-
A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.

Additional Requirements

Certification as a PMI scheduling professional (PMI-SP) will be advantageous.

A minimum of ten (10) years' experience as a project scheduler in a multi-discipline environment comparable to/being offered under this contract.

Proficiency in project scheduling software, such as MS Projects or Similar.

Extensive experience in schedule planning and management.
-
In-depth knowledge of the scope of projects within a multi-discipline environment comparable to/being offered under this contract.

Advanced ability to evaluate project progress and facilitate interventions.
-
Ability to keep stakeholders informed of project timelines and changes.
-
Excellent organizational, time-management, and communication skills.

Experience in military environment preferred.

Knowledge of task identification and the ability to plan activities in a logical sequence

Knowledge of sustainable design practices

Must know or capable to gain an understanding of the Operations and administration associated with the mission of the Public Works Directorate.

Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.

Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

SUPERVISORY/BUDGET RESPONSIBILITIES:
-
Guiding the Public Works Department (Operations & Maintenance both through leadership and budgeting).

MATERIAL & EQUIPMENT DIRECTLY USED:
- Personal computer, printers, calculator, copy machines, scanners, and other general office equipment. Operates non-tactical vehicles as required.

WORKING ENVIRONMENT:
- Works in a general office environment. However, duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures – up to 130 degrees in the summer months. Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with all Fire, Safety and post policies.

PHYSICAL ACTIVITIES:
- While performing duties of this job, would occasionally be required to stand, walk, sit, reach with hands and arms, climb or balance, stoop or kneel, talk, and hear, and use fingers and hands to feel objects, tools or controls. Must occasionally lift and/or move up to 25 pounds.

The Scheduler is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures (i.e., facility inspections, etc.).
