Position Summary:
The Housing Manager plays a pivotal role in orchestrating the execution of residential programs. Collaborating closely with community partners, the manager facilitates outreach and engagement with landlords, community members, and housing stakeholders. This includes fostering partnerships, administering direct financial aid to tenants, and establishing agreements with collaborators. The Housing Manager assumes a leadership role in training and supporting agency staff to advocate effectively for tenants and residents. They meticulously plan, coordinate, and supervise staff and activities across various subsidized housing initiatives. Their responsibilities extend to delivering advanced technical assistance, administering complex housing inspections, determining program eligibility, managing cases, and offering comprehensive client support services.
The Housing Manager oversees administrative functions and ensures compliance with contractual agreements and governing policies at each facility. Their dedication ensures the seamless implementation of programs, fostering stable and supportive housing environments for all stakeholders involved.
Essential Functions (duties):
- Serves as primary contact for housing assistance from both tenants and community partners.

Ascertain the SDOH needs and available resources of persons seeking aid and work with them to determine what is available to them.

Works with the leadership team to execute the “Balanced Scorecard” business strategy.

Ensures compliance of regulatory and risk mitigation through close monitoring and constant review and improvement activities as needed.
- Promotes Open Hearts wrap around services and program awareness to internal and external customers.

Direct best practices and resource development. Stay current on services that uplift and support clients, including housing initiatives, domestic violence support, harm reduction, income support, family support, education, and other relevant programs.

Oversee service delivery and maintenance of contracts through the communication of expectations. Ensure data collection regarding resident participation and service delivery is accurately and timely submitted.
- Participate in existing agency housing development collaborations. Provide feedback on programming and design and represent the agency to stakeholders.

Lead the Assistive Housing Program and Behavioral Health Residential Facility (BHRF) design and service delivery implementation, evaluate program impact and create strategies for staff’s professional development, and enhance existing services.

Regularly attend collaborative, community, and local task force meetings.

Participate in long-range strategic planning and vision casting. This may include identifying prospects for funding, participating in the RFPs and project preparations, implementing plans for developing and expanding services, coordinating community partners and education, and quality assurance in existing service delivery.

Knowledge and expertise of utilization of behavior change, positive psychology, and influence frameworks as tools of motivation across program and workforce development.
- Oversight, monitoring, and reporting of client services and outcomes, quality assurance and documentation standards to Sr. Leadership team.

Establishes program metrics and systems to monitor program effectiveness.

Identifies program gaps and challenges to provide solutions and implement program growth.

Design and delivery of learning experiences, presentations, workshops, consultation, and support of efforts of holistic wellness, diversity, equity, and inclusion for individuals and groups within the Open Hearts Family Wellness community and beyond as assigned.

Models’ leadership provides verbal coaching of staff, as applicable, on performance expectations and provides timely performance evaluations and initiates progressive disciplinary action as warranted.

Develops, monitors, and trains all staff members on quality improvement initiatives, policies, and procedures.

Monitor and evaluate progress in creating a more diverse and inclusive workplace and service environment.

Assists with recruiting, hiring, onboarding, and retention of qualified licensed therapists and team members.

Ensures through monitoring and oversight of team member adherence to policies and procedures.

Coaches staff to meet program goals and assumes responsibility for the overall services to the community.

Provides and oversees staff employment development opportunities, coaching philosophy, education, and program compliance.

Provide leadership in developing and implementing strategic wellness and culture initiatives to engage the community in support of OH wellness services (clients, stakeholders, staff, and families).

Serve as consultant to staff and administrators on a broad range of strategies, opportunities and initiatives to further wellness, resilience through culture and service outcomes across the organization and services provided.

Research and identifying current and emerging issues, trends and opportunities and develop programs and processes to promote Open Hearts wellness approach, diversity, and inclusion throughout the community.

Champions & models’ hospitality and delivers excellent customer service to clients, families, and visitors.

Assists with sales and marketing efforts to promote family awareness and reach communities.

Communicates and interacts with clients, families, and staff in a professional, respectful, and effective manner.

Minimum Education and Experience:
-
Bachelor’s degree in social services, business, or related field required.
- Six (6) years of experience working in behavioral health, homeless, housing, or management.

Three (3) years of supervisory experience
Preferred Education and Experience:
- Master’s degree strongly preferred.
- Ten (10) years of experience working in behavioral health, homeless, housing, or management.

Five (5) years of supervisory experience

Active Arizona clinical licensure
Prerequisites:

Possess an Arizona driver’s license and state mandated auto insurance.

Possess or be able to obtain a Level One Fingerprint Clearance Card.
-
Must be able to pass a 5-panel drug screen.
