SUMMARY Directs and coordinates the activities of personnel engaged in procurement of raw materials, packaging materials, equipment, services, machine parts, supplies, central stores stockroom, and on-site printing of pressure sensitive labels for the organization by following the guidelines set forth in Corporate policy and performing the following duties personally or through subordinate employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Coordinates capital purchasing with department managers, issues Capex number, provides quotes and obtains proper senior management approvals.

Purchases capital equipment and negotiates pricing, warranty, payment terms, capital installation, FAT (Factory Acceptance Test) and SAT (Site Acceptance Test).

Consults with Legal and negotiates the lease agreement for the office equipments and transportation vehicles.

Issues blanket Purchase Orders to difference service providers, such as landscaping, janitorial services, waste management, pest control, and bottled water.

Educates and train buyers in using Oracle and in developing more advanced purchasing expertise.

Assigns appropriate Buyer to process incoming requisitions and controls residence time in the department.

Reviews, advises, directs, counsels, and approves all buyers' daily purchase orders.

Attends meeting for new packaging components development with Marketing and Planning.

Works with AP clerks and vendors to resolve invoice discrepancies.

Follows up with Import Clerk for the status of the shipment.

Negotiates and disposes of obsolete equipment and supplies.

Serves as Buyer’s backup.

Organizes a cross training for Buyers.
SUPERVISORY RESPONSIBILITIES Directly manages Buyers and Administrative Assistants in the Purchasing Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE Bachelor's degree (B.A. / B.S.) from a four-year college or university; or a minimum of ten years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from vendors, regulatory agencies, or members of the business community. Ability to effectively present information to top management, vendors, and/or groups of employees.
MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
COMPUTER SKILLS To perform this job successfully, an individual should have knowledge of Internet software; Manufacturing software; Order processing systems; Spreadsheet software and Word Processing software. Knowledge of Oracle software is a plus.
REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS Professional Membership in American Purchasing Society is a plus.
