SUMMARY STATEMENT
Under general direction, monitor organizational finances, data analysis, and advise senior managers on ways to effectively utilize resources, reduce financial risks, and maximize profits.
ESSENTIAL DUTIES AND RESPONSIBILITIES Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties and responsibilities.
1) Oversee function areas such as: Capital Asset Management, Cost Allocation Methodology, and PCard Administration to ensure compliance and accuracy; provide guidance and training, as needed, to ensure most efficient methods are being employed.
2) Actively participate in the strategic planning, implementation, and oversight of the Finance Department’s goals and initiatives.
3) Prepare monthly financial reports to ensure accurate, timely information is available for program and executive management.
4) Analyze program expenditures and budgets throughout the fiscal cycle and provide monthly expenditure reports to Executive, Program, and Operations Directors.
5) Work with the Operations Director and Finance Services Manager to control the flow of cash in and out of the organization in order to meet business investment needs.
6) Ensure the analysis and reconciliation all general ledger accounts and bank statements to make certain financial information is available and accurate.
7) Provide direction to staff to ensure daily activities meet long-term goals that include financial operations of organization and accounting activities related to income auditing, accounts payable processing, accounts receivable collection, tax compliance and payroll.
8) Manage organization insurance claims and deposits.
9) Support and provide input into continuous improvement efforts, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
10) Aid in the development and implementation of systems, procedures, and methods for managing, reporting, and reconciling financial data. Analyzes, develops, implements, and maintains appropriate accounting procedures, practices, standards, systems, and controls.
11) Perform and assist with various accounting duties including account reconciliation, financial, tax, and compliance reporting.
12) Assist in the resolution of problems and ensure maintenance of the accounting systems and equipment to ensure smooth operations.
13) Support the separation of duties to guarantee compliance and best practices (e.g. bank reconciliations, due to/from reports, positive pay).
14) Assist with regulatory compliance related to federal, state, and local regulations.
15) Interpret financial regulations and communicate information and/or training to program personnel.
16) Support the drafting and formulating budgets, task plans, and budget execution plans.
17) Remain competent and current on systems and financial aid through self-directed professional reading, developing professional contacts with colleagues, and/or attending professional development courses/conferences/webinars (as budget allows).
18) Monitor and interpret new and updated regulations.
19) Aid in ensuring the maintaining internal fiscal controls.
20) Implement financial policies and procedures in accordance with the organizations’ plans and requirements.
21) Ensure organizational financial practices are compliant with financial management rules and regulations.
22) Train office staff in accounting/financial procedures, use of accounting/financial reports, and use of computer accounting/financial applications.
23) Participate in staff meetings; report on area of supervision; assist with policy development; plans, analyses, and reviews financial reports and technical data. Research best practices and make recommendations regarding the effective use of resources.
24) Work with fiscal staff to ensure budgets are developed and used to monitor institutional spending.
25) Actively work with program staff to provide fiscal support (e.g. budget development, budget narratives) in response to program improvement, expansion/duration, and continuation solicitations.
26) Complete and submit accurate, timely financial program and Board reports.
27) Lead, facilitate or attend meetings, work groups, and trainings regularly or as needed.
28) Travel within WACOG service area, including overnight stays as needed; additional travel may be required.
29) Maintain reliable and predictable attendance; work outside of standard business hours as needed.
30) Utilize tact and discretion to maintain confidentiality of information and a positive image of WACOG.
31) Perform other duties as necessary to carry out the administrative/ programmatic goals and objectives of WAGOG and/or department
KNOWLEDGE/SKILLS/ABILITIES (KSAs) The individual who holds this position must be able to perform the essential duties and responsibilities satisfactorily. The KSAs listed below are representative of the knowledge, skills, and/or abilities needed for satisfactory performance.
- Strong numerical and analytical skills with an understanding of complex financial documents
- Computer literate and well versed in accounting and financial analysis software(s).
- Detailed knowledge of the varying requirements associated with federal, state, and local funding
- Ability to analyze activities or information involving some original data manipulation or interpretation to arrive a logical conclusion
- Requires advanced knowledge of the accounting, finance and non-profit/government programs
- Able to process a variety of information, evaluate costs and benefits, and solve intricate problems

- Excellent communication skills are essential in order to explain and justify complex financial transactions as well as provide clear, defensible analyses and recommendations in discussions and meetings
- Detailed oriented, organized, and have strong skills in math, communication and analysis
- Ability to research and make decisions guided by established policies and procedures
- In preparing and analyzing reports such as balance sheets and income statements, financial managers must be precise and attentive to their work in order to avoid errors
- Must be able to work independently with little supervision and successfully complete many tasks on a daily basis, requiring good time management and organization
- Excellent demonstrated ability to interpret data, grant terms and conditions, grant rules, laws, and regulations
- Robust math and writing skills to assess and present technical information that is understandable to the intended audience
- Working understanding of General Acceptable Accounting Principles (GAAP) and 2 CFR Part 200 – Uniform administrative requirements, cost principles, and audit requirements for federal awards
- Able to utilize a variety of office automation software (e.g. word processing, presentation, spreadsheet, graphics, databases) to support financial management initiatives
- Proven aptitude to utilize financial systems effectively
- Excellent ability to exercise self-motivation and facilitate collaborative working partnerships
- Demonstrated ability to work under pressure to meet deadlines
- Ability to acquire and apply a knowledge of the principles, policies and operating details of the accounting system and knowledge of accounting procedures and general accounting office operation
- Skilled user of financial management system software, spreadsheets, and databases
- Able to enter (post) financial transactions into the appropriate computer software
- Ability to compute large and complex amounts of information with a high degree of accuracy
- Ability to work collectively within a diverse environment and maintain priorities / deliverables in a timely manner
REQUIRED EDUCATION AND EXPERIENCE
A Bachelor’s Degree in Accounting, Auditing, Finance, or other applicable degree, and
three years of experience in fund accounting, and
Proficient in Microsoft Office Suite (e.g. Excel, Word), and
Two years supervisory experience, or
A comparable combination of education and experience may be considered.
PREFERRED EDUCATION AND EXPERIENCE
Master’s Degree in Accounting, Auditing, or Finance
Proven experience and knowledge of GAAP and 2 CFR Part 200.
