Under the general supervision of the Operations Manager in the Public Health Applications Division of HHS IT, serves as the Team Lead assisting with coordinating projects, operational support, and program support for application architecture, design and analysis work for applications supporting DSHS programs. Provides technical assistance to programming staff. Train and mentor others, as needed. Responsible for providing technical/computer related expertise to assigned program area(s) of DSHS. Work involves analyzing all aspects of technical environments, coordinating with business customers and other IT areas (System Services, CTO, PMO, etc.). Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Work outside of regular hours may be required.
Essential Job Functions:
(35%) Takes complete ownership of system in assigned DSHS program including the infrastructure for Production, Test and UAT environments. Ensures optimal performance of Applications and productivity tools and administers these tools/systems and applications. Manage access control, applications updates, setups/configurations, and other related Systems Administration activities as needed. Coordinates/Collaborates with other staff to code, test, and debug programs. Develops project estimates for technical deliverables, preliminary analysis/design strategies, testing strategies, alternatives, and infrastructure resource requirement. Facilitates the development of technical deliverables, monitors assignments to ensure timely delivery. Coordinates with other IT areas in the implementation of development projects.
Is the point of contact for the assigned system – works with DSHS program and vendors.
(35%) Oversees and monitors the maintenance of existing systems; monitors the resolution of software product problems; and ensures the system documentation is complete and up to date. Plays a vital role in supporting the infrastructure needs of existing applications. Work with other leads to create dependency items and delivery plans.
(20%) Engage with customers and discuss with technical staff to provide solutions. Acts as a Project Manager on smaller projects in the assigned program. Facilitates project meetings. Prepares and makes presentations as needed.
(10%) Coordinate software deployments with program stakeholders, vendor, testers, and database administrators to plan and coordinate deployments
(5%) Pursues/participates in continuing education opportunities to enhance both technical and interpersonal skills. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
Knowledge of the principles, practices, and techniques of infrastructure and database management, programming, stored procedures, systems configurations, design and software deployment.
Knowledge of infrastructure configurations, Servers, Firewall, DNS, VPN, IP, and working with data center service.
Knowledge of web development tools (.NET, Azure, etc.), and analysis and design processes.
Knowledge of databases and procedures specifically related to SQL Server.
Knowledge of project management processes, Systems Development Life Cycle (SDLC), Agile SCRUM methodologies with Hands on experience in Software Development and Deployment Tools.
Skilled in a Systems Administration role; performing applications maintenance/upgrades, access control, managing uses roles and responsibilities, managing and responding to system and applications alerts, and ensuring optimal performance and availability of tools/technologies.
Skilled in multi-tier Application development and deployment activities.
Current knowledge of the Information Technology industry including: Hardware, Network, and software technologies, products, trends, standards and related government and legal issues.
Skilled in complex programming, interested in application and infrastructure deployment and network operations.
Skilled in leadership skills, judgement and decision making, effective team facilitation, effective listening, project management, and verbal and written communication.
Skilled in effective presentations to technical and non-technical audience.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in computer science or a related field is preferred. Education and experience may be substituted for one another year for year.
3 years of professional experience as system analyst or related field.
