The Integration & Coordination (I&C) Unit serves as a single customer interface for projects requiring coordination across multiple parts of the Office of Data, Analytics, and Performance (DAP) or Health and Human Services (HHS) and helps create processes and relationships that drive toward a strategic, agency-wide approach to data, analytics, and performance. Under the direction of the I&C Director, the Business Intelligence Support (BIS) Manager serves as project lead and project stakeholder advocate for DAP by planning, developing and managing highly complex, highly visible federally and state-directed initiatives, ensuring their alignment to the needs of DAP and HHS.
Working collaboratively with other I&C managers and leaders, this role performs advanced (senior-level) (1) project management and (2) managerial work administering the daily operations and activities of the BIS team. Project management work involves coordinating the planning and initiation of projects at various levels of completion; developing work plans; communicating with project stakeholders, management, and other relevant parties; monitoring the progress and schedule of projects; and preparing and communicating status reports. Managerial work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating team success; and delegating assignments and projects to employees best positioned to complete them.
The BIS Manager plans, assigns, and supervises the work of others and works under limited supervision, with considerable latitude for the use of independent initiative and sound professional judgment. Due to the interactive nature of the position requirements, full-time teleworking is not available at this time.
Essential Job Functions:
(20%) Establishes goals and objectives; makes assignments; provides guidance; and develops, reviews and approves work products. Develops work plans and monitors and reports on progress. Oversees and assists staff with the development and implementation of program engagement for HHS performance and data initiatives, including program analysis, option development, and timelines. Leads projects and initiatives with a focus on improving the effectiveness and efficiency of HHS through the use of data, analytics, and performance management. Provides input and technical assistance and guidance to staff in the development and implementation of program changes and new initiatives.
(20%) Performs advanced project assessment and approval functions, including: research, analysis, planning, development, and implementation activities; coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; identifying project risks; providing interagency coordination; and communicating with project stakeholders, management, and other relevant parties. Develops, oversees, and manages proposals necessary to support performance and analytics activities, including identifying and proposing continuous improvement opportunities.
(20%) Develops and manages projects, setting goals and objectives and providing work products. Works with staff and external stakeholders to identify risks/issues and develop mitigation strategies. Develops project management tools and documents, as needed, to ensure projects meet expectations for quality, timeliness, and impact. Prepares high quality written project reports, updates, summaries, and other documents as assigned or as needed. Oversees and evaluates projects using appropriate project management methodologies. Initiates projects and obtains authorization and commitment.
(20%) Assists with developing, implementing, and managing a formalized structure to ensure HHS system-wide collaboration and coordination on data, analytics and performance initiatives. Works with other agencies, divisions, and stakeholders to ensure close coordination during planning and implementation of such initiatives. Develops and maintains effective working relationships and communications with staff and other internal and external stakeholders. Acts as a liaison to HHS program staff and other agencies concerning programs and initiatives managed by DAP. Organizes and leads executive-level meetings to improve communication, coordination, and business outcomes. Establishes, facilitates, and participates in cross-program and multi-agency workgroups and committees. This work may include overseeing HHS Data Governance and Performance Management process that provides strategic direction on the implementation of HHS’ performance and analytics strategy.
(20%) Directs, supervises, and manages staff in accordance with applicable state law, HHSC policy, etc. Recruits, selects, hires, and works to retain staff in accordance with applicable law and policy. Develops and manages processes for assigning, reviewing, evaluating, and approving work produced by staff. Develops performance plans and completes performance evaluations in accordance with applicable law and policy. Manages merit-based recognition and corrective/disciplinary action processes as necessary.

Initial Selection Criteria:
Graduation from an accredited four-year college or university, plus three years of full-time work experience in the health and human services or related field(s). Advanced degree preferred.
A master’s or doctoral degree may substitute for the work experience listed above on a year by year basis, with no more than two years of substitutions.
Experience in developing reports for executive audiences, analyzing complex information, managing and large-scale, complex projects, or initiatives, HHS policy and/or program experience, managing change or process improvement, evaluating business processes and developing policies and processes to promote efficiency and accountability are preferred. Prior supervisory/managerial experience is also preferred.
