Senior Financial Program Manager - Cross Functional Task Order Lead (DC Metro)
Innovative Technologies Corporation (ITC) is currently seeking a highly experienced Senior Financial Analyst with a strong DoD financial background to join our incumbent bid to support a major US Air Force multi-national communications and military intelligence program headquartered in Fairfax, VA (near Fair Oaks) in a hybrid position. This position is on the Proposal and the contract is expected to be awarded before mid-July 2024.
In addition, this position will be supervisory in nature and considered a Program Leadership position overseeing multiple task orders and up to 75 requirements and procurements (financial, contracts, and acquisitions) team members. An ideal candidate will have a robust background in DoD financial systems, with strong program management and leadership skills. We are looking to interview qualified candidates immediately, and will provide a contingent offer to the best candidate. All Task Order Leads will work directly for the Senior Program Manager. Several other finance and procurement positions will be available once the new work is awarded. DoD Top Secret eligible required at hiring. (Approved 06/17/2024, CWMS 002)
Education and Experience:
* Master's Degree in finance, accounting, business management (finance emphasis), or a related field
* Minimum 10 years experience as an DoD Financial Specialist (e.g. Financial Manager, Finance Specialist, Accounting Specialist Budget Analyst, Cost Estimator) with emphasis in DoD procedures, policies, and best practices – experience can be as a government civilian, military, or contractor
* 10+ years of experience formulating inputs for the annual POM/FYDP, PB, and BES processes and analyses of their potential effects on program budgets and cost estimates with the DoD and PPBE process.
* 10+ years of experience with task definition and planning, data research, collection and analysis, review, presentation, and documentation within the DoD.
* Expertise in oral and written English communications skills, including developing/updating/maintaining procedures and writing white papers/reports/briefings/minutes; advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
* DoD TS/SCI eligible at time of hiring (no exception)
Required Certificates
One or More of the following:
· DAWIA Business-Financial Management Level 2 or equivalent (preferred)
· Certified Government Financial Manager (CGFM)
· Project Management Professional (PMP)
· Certified Management Accountant (CMA)
· Certified Defense Financial Manager - Acquisition (CDFM-A)
· Certified Public Accountant (CPA)
Required Qualifications:
* Successfully demonstrated supervisory duties: evaluating employee performance and providing feedback, professional development, counseling and conflict resolution, team onboarding and training, delegation of day-to-day tasking/workflow, on-time delivery of products, communication skills to subordinates and superiors
* Strong project and program management skills: tracking program/project status and schedules; analyzing program status, budgeting and scheduling requirements; perform program management, technical, or business case analyses; scheduling, coordinating, and supporting meetings
* Leadership and management of teams across multiple geographically-separated areas with a mix of hybrid and remote government and contractor team members
* Experience in DoD financial management working all phases of PPBE, DoD Federal Management Regulations (FMR), and Federal Acquisition Regulation (FAR)
* Experience working OSD, DoD and OMB policies, directives, and regulations
* Experience with accounting principles with the ability to analyze financial transactions and reconcile discrepancies, recommend improvements, substantiate financial transactions, and maintaining accounting controls
* Experience in managing multiple appropriations (O&M, RDT&E, and Procurement) and funding profiles (monitoring and analyzing obligation and expenditure rates; analyzing funding trends), and building and managing spend plans, UFRs, and obligation plans
Desired Qualifications:
* Previous Supervisory Leadership of large financial/procurement Teams
* Understanding of US Government financial systems including ORACLE based systems such as DEAMS, as well as POWER BI, CERMS, EBAS, EDA, WAWF.
* Additional Degrees and/or Certificates
* Experience with the US Air Force – can be as a government civilian, military, or contractor
The position is primarily located at Fairfax, VA but may include other several locations in the DC metro area, plus MacDill AFB, FL, Joint Base Langley-Eustis, VA, and other US and overseas site. The candidate is expected to be onsite at least 2-3 days per week. 10% travel may be required.
This is a “hands on” position directly supporting military and civilian US government agencies and our Allied and Partner Nations communications capabilities. The Senior Financial Specialist will provide direct advice and counsel to senior government finance, contracting, and acquisitions leadership. In addition, the Senior Financial Specialist will be considered the senior leader for the Financial and Procurement Team, and will provide performance and professional development, mentorship, daily tasking, sub-team management, performance management, feedback, etc. for 30-80 direct and indirect reports. Attention to detail is essential, minimal supervision should be expected, and initiative is rewarded.

Compensation: $180K - $205K, plus medical/dental/vision benefits, 13 days PTO and 7 days sick time; other benefits available.
