SUMMARY
The Harbor Counseling Center is an outpatient mental health clinic dedicated to providing the highest quality mental health services to individuals with cognitive and/or developmental disabilities. The Center's goal is to help the people it serves reach their highest level of emotional and social functioning, while treating each person with dignity and respect. Complies with all principles of Human Rights, D.P.P.C., Department of Developmental Services, the Division of Medical Assistance and all other applicable funding regulations as adhered to by Lifeworks.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Direct the clinical operations of HCC in the manner that makes efficient use of resources, maximizes the benefit of services provided to individuals and minimizes risk to persons served.
Provide clinical supervision to the Intensive Flexible Family Support clinicians and Interns.
Supervise the Behavior Support Specialist
Supervise the Associate Clinical Director
Coordinate the Crisis Response Team
Provide clinical consultation to Lifeworks programs
Conduct the business operations of HCC in conformance with the provisions of its annual budget to assure the programs financial stability and compliance with payer requirements.
Assure the achievement of marketing goals set forth in the budget plan to promote the programs mission, to build it's referral base and to enhance it's revenues.
Develop policies and procedures to assure that HCC operations comply in all respects with the requirements of Department of Public Health licensure and other authorities.
Recruit, hire, orient, train and supervise HCC clinicians to assure their conformance with program policy and procedure and their adherence to ethical and normalizing treatment methods.
Develop and maintain mechanisms for the systematic review of services provided and their outcomes in order to improve their quality and to assure the consistency of quality among contractor-clinicians and across modalities.
Work collaboratively with the Medical director to ensure maximal utilization of available psychiatric hours and to reduce risks associated with medications and other clinical interventions.
Supervise the Administrative Assistant to assure that HCC's day-to-day operations and interaction with customers are conducted in an efficient and professional manner.
Responsible for the management of the electronic medical records system.
Serve as a member of Lifeworks Management Team to assure coordination of effort across programs in order to advance the organization's mission.
SUPERVISORY RESPONSIBILITIES
Responsible for the supervision of the HCC Administrative Assistant, Behavior Support Specialist, Associate Clinical Director, Interns HCC and IFFS Clinicians.
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
A licensed Independent Social Worker (LICSW) or (LMHC) is required. Direct experience working with individuals diagnosed with intellectual and development disabilities including Autism. Strong written and verbal communication skills. Excellent interpersonal skills. Ability to work in a team environment. Ability to multitask and prioritize tasks. Experience with Electronic Health Records (EHR) required. Knowledge of systems related to individuals with intellectual and development disabilities including Autism.
