About Our District
The Madison Metropolitan School District is the second largest school district in Wisconsin. The district serves a beautifully diverse population of more than 27,000 students. More than half are students of color. Almost half come from low income households. Nearly one third are English Language Learners, and more than 100 languages are represented in our schools. Purpose of Position
Under the general supervision of the Senior Executive Director of Building Services, this position provides strategic leadership to all Madison Metropolitan School District auxiliary services (printing services, central stores, and receiving), transportation, purchasing, food and nutrition, facilities and grounds maintenance, custodial operations, and capital planning operations. The position specifically is responsible for providing leadership to other Building Services leaders and staff to ensure buildings are maintained, are safe, and risk decreased along with providing support and coaching, managing projects, and a growth mindset to a multi-faceted operation while having a focus on creating a positive work culture.
Essential Duties & Responsibilities
Develop performance goals, objectives, and related directives for direct reports and evaluation on a continuous basis.
Plan, develop and implement training and growth plans for direct report staff to ensure continued technical skill development, comprehensive program understanding as well as leadership skills where appropriate.
Create and manage policies and practices within programs to ensure that employee work schedules are fair, flexible where appropriate while ensuring that all MMSD staff receive consistent and high-quality service.
Provide feedback on staff performance (both positive and negative) and address related issues.
Establish a culture of management that fosters cross-training of staff and support so that critical tasks are performed by more than one person and necessary coverage is maintained.
Monitor and facilitate resolution of staff concerns and work-related problems in the assigned program area.
B. Manage and direct all delegated operations in Building Services (30%)
Provide leadership to assure maximum staff commitment to a "service" philosophy to carrying out MMSD’s goals.
Oversee development and implementation of contracts and resolve any issues or disputes that may arise in a timely and effective manner.
Manage and administer multiple disciplines and departments within the organization simultaneously to ensure success and support in each division in accordance with the timelines, documents, budgets, and regulations.
Provider oversight of fiscal resources as appropriate and develop and achieve performance-based outcomes.
Represent the Senior Executive Director of Operations, Superintendent, MMSD, and Board of Education with all components of the school community in areas of responsibility and designated or assigned.
Direct and monitor the budgetary and safety procedures and protocols for each assigned area and establish, approve, review, direct, evaluate and assure compliance.
Manage the development of workload guidelines and performance standards to ensure a balance of assignments among the staff, to recognize special areas of expertise and build employee/supervisor rapport to maximize timeliness in responding to customer service needs.
Direct and manage quality assurance and quality control reviews on school and community sites and partner with Risk Management and School Safety and Security teams.
Manage, direct and lead A/E firms, consultants, contractors, construction management firms, and stakeholders along with managing multiple complex construction projects simultaneously.
C. Strategic Leadership (20%)
Collaborate with district leaders and other business partners to evaluate and understand the facility and grounds needs and provide guidance on best practices and ensuring we are embracing opportunities for operational improvement and evolution to a fully functional building services operations with efficient use of district resources.
Communicate with MMSD HR leadership and staff to stay informed of changes in operations/procedures and to address program-related issues in a timely manner. Represent the Senior Executive Director of Operations, Superintendent, MMSD, and Board of Education with all components of the school community in areas of responsibility.
Keep abreast of market trends, new products, federal and state procurement requirements, and best practices in procurement to make informed purchasing decisions.
Create and oversee implementation of consistent training programs for all MMSD program staff to ensure consistency in procurement knowledge and operations where appropriate.
Direct the preparation of Board of Education reports and summaries as identified and requested.
Prepare, provide, and present reports and other metrics related to purchasing activities, cost savings, and vendor performance to MMSD leadership as requested.
Actively participate or lead negotiation and direct the process of real property acquisition and delivery of new school construction.
Direct and partner on construction-related projects and activities to ensure good stewardship of bond proceeds and identify and address complex technical infrastructure deficiencies, develop engineering solutions, evaluate options, and implement solutions.
Direct and evaluate the performance and effectiveness of all levels of the operations, provide feedback, and lead organizational transformation and organizational change.
D. Organizational Responsiveness (15%)
Serve on committees/workgroups as assigned.
Maintain knowledge of rules, regulations, codes, and protocols and adhere to them for daily business purposes.
Review and keep abreast of changes in knowledge and practices of position-related activities and job responsibilities.
Participate actively in position-related meetings and training as assigned by supervisor.
Review and process Open Records Requests or other requests in accordance with the statute and other pertinent policies.
Manage fiscal responsibilities such as preparing forms, invoices, and reports as necessary for budget and accounting purposes in a timely manner.
E. Other duties as assigned (5%)
Performs other duties as assigned by Executive Leaders or their representatives or designees.
Attend district and school functions that support MMSD’s strategic framework, initiatives, and core values.
Complete any and all district required trainings.
Build collaborative relationships with business partners.
Knowledge, Skills, & Abilities
Knowledge of relevant laws, building codes, regulations, and best practices in operational area.
Knowledge and ability to prepare documents relating to the construction of buildings, in the preparation of documents relating to the construction of buildings including construction drawings, specifications, contracts, and as-built drawings.
Ability to manage multiple projects simultaneously, prioritize, and manage multiple tasks simultaneously and adhere to deadlines.
Knowledge and extensive experience with effective project leadership, team building, setting achievable goals and expectations, assigning work, establishing priorities, and capitalizing on team strengths, and monitoring workload assignment progress and performance.
Excellent analytical and problem-solving abilities with a keen attention to detail.
Demonstrated maturity, sensitivity, and respect in serving district of employees and leaders.
Strong and effective communication, interpersonal, and public speaking skills.
Proficiency in computer skills, including word processing, spreadsheet applications, email, Google, and document management.
Ability to adapt and be agile.
Ability to promote positively and follow Board of Education policies, District policies, and building, and department procedures.
Ability to utilize appropriate safety equipment and report unsafe conditions to the appropriate administrator.
Ability to work safely and comply in compliance with all safety and work rules and regulations.
Valid driver's license meeting the criteria and requirements of MMSD Fleet and Risk Management.
Ability to explain complex information in an understandable and clear manner.
Ability to set and execute priorities.
Ability to resolve matters in a timely manner.
Ability to work independently and as part of a team, solve problems, resolve conflict, make decisions, and complete assignments on time.
Demonstrated ability to establish relationships at all levels of the organization.

Willingness to travel to different locations for MMSD purposes.

The position may require working evenings, nights, and some weekends.
Minimum Qualifications
Degree or certification in business administration, risk management, architecture, engineering, or any other related field or commensurate professional experience; Master's degree in related field preferred.
Experience in a supervisory or leadership role (e.g. delegating work assignments, establishing goals and objectives, mentor, and providing feedback, etc.)
Excellent analytical and problem-solving abilities with a keen attention to detail.
Strong communication and interpersonal skills with the ability to work effectively in a team environment and success in creating internal and external partnerships.
Experience creating and managing strategic goals with measurable and specific goals and achieving set goals.
Physical and Sensory Requirements:
Tasks involve the ability to exert moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and lifting, carrying, pushing, and pulling objects and materials of moderate weight, twenty to fifty pounds.
Physical requirements may include operating lifts, and utilizing scaffolds, ladders, or other heavy equipment as assigned on the construction sites.
Environmental Adaptability
Position requires availability during business hours and the ability to manage after-hours emergency situations.
Ability to operate a variety of office equipment (personal computer, phone, fax, copier).
Ability to work under general safe and comfortable conditions where exposure to environmental factors is minimal and poses little to no risk of injury.
