WETLAND COMPLIANCE OFFICER – CONSERVATION DEPARTMENT
GENERAL STATEMENT OF DUTIES AND RESPONSIBILTIES
The Wetland Compliance Officer investigates complaints for compliance with the Massachusetts Wetland Protection Act and the Westfield Wetland Protection Ordinance. The Officer seeks to obtain compliance through violation notices while assuring due process to violators. Work is performed under general supervision which requires initiative, independent judgement, and organizational skills. The Compliance Officer must deal effectively with the public and property owners to obtain compliance.
SUPERVISION
Works under the direct supervision of the Director of Conservation.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Responds to and investigates complaints regarding potential violations within an appropriate timeframe. Manages and filters complaints received by the Director or the Commission.
- Prepares letters for violation notice with clear identification of violation and appropriate correction action or remediation and gives the violator due process to comply with the requirements.
- Schedules site visits to discuss violations on site with the violator prior to taking action to remedy the issue. May schedule follow-up site visits to ensure compliance is maintained once acted upon. Coordinates site visits with the Director and Commission as needed.
- Responsible for preparing and submitting weekly status reports regarding potential and confirmed violations within the City.
- In accordance with department protocols and state statutes, maintains and enters accurate data into databases, tracking progress of enforcement orders.
- Handles and processes the collection of fines issued against violators.
- Coordinates with the Department of Public Works for issuing emergency certifications and applying the bundled order of conditions across the City to remain in compliance.
- Assists the Director of Conservation to monitor permitted activities.
- May be required to attend evening meetings.
- Performs other related duties as assigned.
EDUCATION AND EXPERIENCE
High School graduate or equivalent, associate degree preferred. One-year related work experience. Experience using computer software and applications. Good written and verbal communication skills, and excellent public relations are a necessity.
SKILLS AND QUALIFICATIONS
- Ability to understand and follow oral and written instructions.
- Skill in prioritizing and organizing work.
- Knowledge of or willingness to become familiar with the Massachusetts Wetland Protection Act, the Westfield Wetland Protection Ordinance and open meeting laws.
- Ability to follow departmental rules, regulations, policies, and practices in all aspects of the job.
- Ability to establish and maintain effective working relationships with City Officials, other City employees, and the public.
- Ability to design and communicate information, and to interact appropriately, courteously, and professionally with the general public and others, in both written and oral form.
- Ability to enforce regulations firmly, tactfully, and impartially.
- Ability to maintain confidence and handle confidential and time sensitive material/records professionally.
- Must be available to perform the essential functions whenever scheduled to work.
PHYSICAL, MOTOR, AND VISUAL SKILLS
Physical Skills
Some of the work is sedentary in nature, being performed at departmental offices in the Municipal building. Much of the work is conducted on site and in the field, which may include loud noises and hazards. Ability to access all such sites and all areas of such site, which may include moderate walking, occasionally climbing, bending and reaching. Work may occasionally be performed in adverse weather conditions, and occasionally at night.
Visual Skills
Vision requirements include the ability to read and analyze documents, use of a computer, and operation of a vehicle.
