About This Opportunity
We are seeking a Contract/Subcontract Specialist. This position supports our Department of Interior Federal Consulting Group (FCG) customer. FCG works with Federal agencies to improve performance and the services they deliver to or on behalf of the American people. LDSS has a Blanket Purchase Agreement (BPA) with FCG to provide a network of consultants, counselors, coaches, facilitators, and training services to meet the objectives of FCG and to assist them with meeting the individual needs of Federal agencies throughout the United States.
The LDSS BPA is a high-volume contract with 75 to 100 task orders and approximately 100 subcontractors. LDSS has a team of smart, creative, and accomplished professionals supporting the management of this BPA. We are looking for a subcontracts manager to join this team.
The selected candidate will work with LDSS contracting, finance, and accounting teams in the execution of FCG task orders. This position provides an opportunity for advancement for a successful candidate with strong project management skills and a passion for improving quality and service through process improvements and automation (e.g., Microsoft products).
Job Duties/Responsibilities
- Establishing contractual agreements with Federal agency customers and teaming partners (i.e., subcontractors).
- Managing subcontractor performance in accordance with the terms of the contact/subcontract.
- Putting in place nondisclosure agreements with teaming partners/ subcontractors.
- Helping to prepare proposals in response to government solicitations.
- Reviewing RFQ terms, confirming task order awards, interpreting agreement terms and conditions and identifying any issues or concerns.
- Developing pricing estimates for RFQs, RFPs and ROMs for new contracts and for additional funding existing contracts.
- Evaluating subcontractor proposals for completeness and adherence to compliance flow down requirements.
- Reviewing draft contract modifications for accuracy prior to PM approval and contract acceptance.
- Administering contracts by executing change notices.
- Reviewing contract amendments/modifications and incorporating changes.
- Supporting funding de-obligation requests and managing and coordinating the contract close out process including providing de-obligation information and contract close out information to the accounting team.
- Using the LDSS accounting system (i.e., JAMIS) to enter subcontract and purchase order information.
- Working with LDSS Finance Manager to provide customer-requested reports such as accruals, incurred costs, reconciliations, updates to the weekly report etc., as needed.
- Supporting profitability analyses and managing contract/subcontract risks.
- Corresponding with customers to request extensions to the period of performance, to provide additional funding requirements, and to notify changes to key personnel and cost increases.
- Assisting with managing LDSS’s GSA Schedule and ensuring schedule compliance.
Job Type: Full-time
Pay: $65,000.00 - $90,000.00 per year
