Savvee Consulting is seeking to hire a Cloud Financial Operations Specialist to support the Cloud Program Office (CPO) of the National Oceanic and Atmospheric Administration (NOAA) located in Silver Spring, MD, to oversee the financial management of cloud investment, ensuring optimal cost efficiency and compliance. The selected candidate will collaborate with various NOAA entities to develop and implement cloud spending strategies that are data-driven and aligned with the agency’s objectives, while championing the adaptation of cloud services in a financially sustainable way in compliance with federal policy requirements.
Essential Functions
- Performing program specific strategy and planning efforts to include:
- Developing and implementing cloud financial management strategies based on thorough analysis and forecasting
- Establishing cost management policies and practices, including budgeting and expenditure reporting
- Collaborating with NOAA line offices and procurement teams to ensure cloud solutions are both cost-effective and meet strategic needs
- Creating data-driven cost management and optimization plans to include:
- Continuously monitor, analyze, and report on cloud spending and usage to identify trends and areas for improvement in real-time or near real-time
- Leveraging data insights to propose and implement cost-saving initiatives such as reserved instances, size optimizations, and elimination of waste or redundancies
- Engaging in vendor negotiations and managing relationships to secure advantageous terms
- Providing valuable financial insight to include:
- Providing actionable financial insights and detailed reports on cloud investment to senior management, highlighting opportunities for efficiency improvements
- Maintaining accuracy in billing and actively resolve and discrepancies with cloud service providers
- Collaborating with budget and finance teams to ensure compliance with federal financial guidelines
- Enhancing efficiency with cross-functional collaboration to include:
- Training NOAA staff on cost-effective cloud usage practices, emphasizing data-driven decision-making
- Working with technical teams, including Cloud Operations teams, to ensure that architectural decisions contribute to overall cost-efficiency
- Fostering stakeholder engagement across the agency to align cloud strategies with broader organizational goals
- Ensuring adherence to federal IT financial management and procurement standards
- Proactively manage risks associated with cloud investments, leveraging data analytics for informed decision-making
- Educating self regarding federal regulations and industry trends that are relevant to cloud computing and financial management
- Demonstrating a commitment to quality and customer support
- Understanding the organizational policies and procedures for accuracy of solutions and deliverables to client
Required Education & Training
- Bachelor’s degree in Finance, Business Administration, Information Technology, or similar related field
Minimum Experience & Skills
- Ten or more years of professional experience
- Must be a U.S. Citizen and have the ability to pass a background check
- Excellent written and verbal communication skills
Desired Education/Certifications & Skills
- Master’s degree in Finance, Business Administration, Information Technology, or similar related field
- Five or more years of experience in financial management, preferably in cloud financial management or IT cost optimization
- Expertise in cloud platforms (e.g. AWS, Azure, Google Cloud) and related cost management tools
- Strong analytical skills and proficiency in extracting actionable insights from complex data sets
- Excellent negation, communication, and leadership skills
- Certification in FinOps
Job Type: Full-time
Pay: $125,000.00 - $135,000.00 per year
