About the Position
We are seeking an experienced and motivated Sr. Project Manager (Civil/Highway) to provide technical and managerial leadership in delivering a variety of projects that comprise the Program. The successful candidate will work on multiple civil/highway projects as a leader within project management teams on a Program valued at nearly $20B.
This is a full-time, on-site position located in Queens, NY.
Responsibilities
- Acts as the client’s agent in delivering project management services in the areas of strategic planning, design management, procurement/contract management, construction oversight, project closeout and acceptance, and operations/maintenance.
- Routinely resolves difficult issues of significant financial impact, assessing and managing risk on behalf of the client.
- Interacts with senior government or public officials and/or clients on significant program matters often requiring coordination between organizations. Agencies include PANYNJ, NYSDOT, NYCDOT, NYCDEP, NYCDDC, FAA.
- Chairing interagency coordination meetings, tracking action items and issues to resolution.
- Oversight and coordination of complex roadway project staging and schedules among internal / external projects to ensure smooth delivery.
- Responsible for defining staffing needs for the delivery of projects, providing direction and oversight to project managers, client staff and consultants.
- Has an awareness and understanding of the political environment and sensitivities in which a program is being delivered.

Minimum Qualifications
- Bachelor’s degree in engineering or construction management or equivalent combination of education/experience.
- 10+ years’ relevant experience.
- Experience working with PANYNJ, NYSDOT and NYCDOT agencies and their processes.
- Previous direct management and oversight of multiple project managers.
- Proficiency with Microsoft 365 (e.g., Outlook, Word, Excel, etc.)
Preferred Qualifications
- 13+ years combination of: a) proven program management and/or senior PMC role, and b) managing or leading a team in successful delivery of PMC projects.
- Aviation experience, large Aviation programs ($500M+) preferred.
- Roadway and/or Traffic Planning experience.
- PE in New York or New Jersey or ability to obtain by reciprocity.
Compensation Details
The salary range listed for this role is $175-200K annually. Luster is committed to paying all its employees in a fair and equitable manner. The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.
