The incumbent in this position will work closely with management and project teams to carry out highly complex management studies dealing with work measurement, methods, and procedures, time standards, and/or benchmarking to identify root or systemic causes and problems and propose solutions to improve efficiencies.
Duties and responsibilities
- Analyzes and reviews documentation procedures and controls.
- Plans, organizes, analyzes, evaluates, and provides technical oversight to data analysis and business process review projects through application of project management principles, practices, and techniques.
- Develops, plans, and schedules, estimates resources requirements, defines milestones and
deliverables, monitors activities, and evaluates and reports on accomplishments.
- Identifies alternative solutions to problems in assigned projects.
- Conducts analysis of the most complex business problems. Works with management to apply findings and recommendations to develop agency strategies and corresponding business objectives.
- Assesses program objectives, goals and deliverables. Makes recommendations regarding the planning and managing of programs to enhance the quality of services and accomplishment of expectations.
- Collects and analyzes data, evaluates the likelihood and consequences of noncompliance and develops recommendations for the management and tracking of identified problems. Reports the findings and propose actions plans to address findings.
- Manages, organizes, coordinates, and monitors activities and functions of development projects in cooperation with other departments and outside contractors. Monitors service of programs in order to ensure delivery of expected services at all levels and to identify emerging service needs and problems.
- Researches and recommends new or revised operations and measures that will enhance the completion of programs and special projects.
- Evaluates best practices used in the Federal and corporate operations in similar programs and activities. Conducts needs assessment or frontend analysis on prioritized agency services to locate opportunities for improvements.
- Prepares written reports summarizing data findings, recommendations, project management, and others as defined.
- Recommends improvements or solutions to problems or determines appropriate actions to resolve issues.
- Observes and analyzes programs to verify reported information and to review compliance with guidelines or objectives.
- Works cooperatively with various levels of staff to meet development
needs.
- Meets with representative to review proposed projects and activities.
- Demonstrates continuous efforts to improve operations, decrease unaccomplished project
measures, streamline work processes, and enhance the delivery and quality of internal and external customer service.
- Performs other related duties as assigned.
Qualifications and Education
The candidate must have at least one (1) year of specialized experience, equivalent to the CS-12 grade level, or its non-District equivalent gained from either the public or private sector. * Preferred qualifications* Experience in law enforcement, criminal justice, or a related field is highly desirable. Knowledge of violence reduction strategies.

Priority Consideration: Displaced Employee Priority Placement: Candidates who are eligible for the District of Columbia’s Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.
Employment Benefits: Selectee will be eligible for health and life insurance, annual (vacation), and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if the selectee was previously employed in the District of Columbia’s government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
Residency Preference: A person applying for a position in the Career Service, Education Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), or an attorney in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District residents’ applications, unless the person declines the preference points. If selected, the person shall be required to present proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment.
