Mission Housing develops high-quality, well-managed, affordable, sustainable communities that promote the self-sufficiency of low- and moderate-income families, seniors, and persons with diverse needs and offers technical assistance to service providers to help them develop affordable housing that meets the needs of special populations with a comprehensive vision of community. We own approximately 43 affordable housing buildings serving over 3,500 families and individuals with diverse ethnic and cultural backgrounds in San Francisco.
Summary:
The Senior Project Developer, under the general direction and supervision of the Director of Housing Development & Construction, is responsible for originating, coordinating and implementing all aspects of the development of affordable housing projects for Mission Housing. Senior Project Developers are considered team leaders and are responsible for supervising or assisting in supervising other project developers or associate developers as well as any 3rd party contractors and consultants. Projects may include new construction, refinance and rehabilitation and joint ventures with other developers (both for & non-profit). Candidates are expected to manage a direct workload of up to 5 developments.
Essential Duties & Responsibilities:
- Prepares and monitors project budgets, cash flow projections and project schedules
- Initiates location and evaluation of potential affordable housing project sites and properties.
- Negotiates and closes on acquisition, finance and development agreements.
- Conducts preliminary feasibility analyses and organizes critical supports.
- Researches and secures sources of predevelopment, construction and permanent financing from public and private sources.
- Works with public agency staff to assure timely public review and approval including environmental and entitlement dynamics.
- Negotiates with contractors, engineers and architects.
- Oversees design and construction management to ensure, project budget, timelines, and lender/investor requirements.
- Assists Asset Management and Resident Services departments to identify feasibility of on-site service programs and sources of funding.
- Prepares written report material and grant applications, and makes presentations before public bodies, project stakeholders, and community groups.
- Provides documentation to state, federal and local officials required to meet regulatory guidelines.
- Oversees preparation of all legal documents in conjunction with project attorney, and coordinates with all funders and regulators and their counsel in completing projects.
- Performs other duties as considered appropriate and consistent with the mission of Mission Housing, including working at occasional community events, as needed, during or outside regular business hours.
Minimum Qualifications:
- Bachelor’s Degree or higher degree in Urban Studies, Real Estate Development / Finance or a comparable scientific field.
- Three to five years of direct continuous experience in the role of project manager (preferably including Senior Project Manager experience) in housing development or construction/rehabilitation management. Candidate must have completed multiple multifamily housing development projects, preferably in and around San Francisco, from sourcing through completion. Experience with affordable housing desired.
- Working knowledge and experience with local, state and federal low-income housing financing programs.
- Strong public presentation skills with experience delivering information to upper management, public groups, boards of directors, and external partners.
- Proficient with spreadsheets for financial analysis.

The employee must occasionally lift and/or move up to 20 pounds.
