This position is in the Office of Racial Equity, Office of the City Administrator (OCA), which has direct oversight over all executive-reporting agencies and is responsible for the day-to-day management of the District government, setting operational goals and implementing the legislative actions and policy decisions of the Mayor and DC Council. OCA is also responsible for preparing the District's annual operating budget; and providing direction to all agencies to ensure they are meeting the needs of District residents on behalf of the Mayor.
The incumbent is responsible for developing and reviewing policies and procedures as they relate to racial equity; and identifying, extracting, integrating, and analyzing multiple complex data and data sets in support of the program, projects, and initiatives.
The incumbent supports the research, evaluation, analysis, and development of new and/or improved processes and procedures for the Office of Racial Equity’s administrative, managerial, and operational efficiency; and provides data visualization support, and various data analysis services that include, but are not limited to: data mining, exploratory data analysis, data visualization, and report development.
Duties and Responsibilities
Plans, develops, and conducts program analysis, through a racial equity lens, concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Determines the need for new or revised internal instructions, operating policies, procedures, and guidelines. Collaborates with the Office of Budget and Performance Management to incorporate an equity lens when developing the budgets. Conducts in-depth research and statistical analysis of policy issues. Initiates, formulates, plans, executes, and coordinates research and statistical analysis on racial equity policy issues. Develops alternative approaches to solving and developing strategies for database management and business intelligence implementation. Develops and implements data collection systems, and other strategies to optimize statistical efficiency and data quality.
Develops, maintains, and monitors reporting system(s) (e.g. racial equity dashboard) affecting programs of limited scope and impact. Communicates information to the supervisor for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies apparent equity trends and issues. Evaluates the effectiveness of select District of Columbia programs and services through a racial equity lens. Examines and develops background information for presenting factual and statistical data for special projects and reports. Advises the supervisor on projects and initiatives; and recommends improvement strategies based on business process improvement techniques and best practice research.
Qualifications and Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
