POSITION TITLE: ENVIRONMENTAL PREVENTION SPECIALIST
POSITION DESCRIPTION (General):
The Environmental Prevention Specialist will be held primarily responsible for the assessment of community needs in the five-county Council service region by working closely with Coalitions, for developing an environmental prevention plan to meet those needs, for identifying and mobilizing a “best practices” based action plan to address community ATOD needs, and to implement that model in a multi-systems format consistent with other prevention initiatives. The Specialist will be responsible for the delivery of community and professional training and support, for education on the protective factors model of prevention services, for conferences and training programs associated with the prevention initiative, for other presentations and educational consultations in an individual and/or public format as consistent with the program goals and standards of the Council, and for evaluation of the initiative and components as appropriate. Will be able to provide advertising and run all media campaigns.
POSITION QUALIFICATIONS:
Minimum Education:
Master’s Degree in education, health education, social work, community health, community organization chemical dependency or related field.
Experience:
Previous experience in social work, community organization, or prevention services, with prior emphasis on systems, organizational development, and policy formation.
Professional Licensure/Certification:
CPP and/or CASAC a plus.
Other:
Training in formal and informal teaching methodology and instructional practice, technical knowledge of drugs and dependency and environmental prevention models, ability to effectively communicate in oral and written form, knowledge of community resources, knowledge of community environments, organizational strategies and organizational development techniques, public relations, policy development, social marketing techniques, creativity, initiative, flexibility. A thorough understanding of the NYS OASAS Prevention Guidelines is strongly encouraged.

ESSENTIAL FUNCTIONS:
FUNCTION 1.0:
The Environmental Prevention Specialist is responsible for assessing community needs, and designing and delivering a sound plan for a comprehensive community prevention initiative, with policy review and development, systems mobilization, and community and professional education and training consistent with the program standards and goals of the prevention initiative set forth by NYS OASAS Prevention Guidelines.
Duties: 1.1
The Specialist will maintain a current knowledge base, by attending agency approved trainings, reading updated journals and articles regarding prevention and dependency, and will update increase professional development by updating presentation skills and public speaking skills. The Specialist will have a thorough knowledge of the NYS OASAS Prevention Guidelines.
1.2
The Specialist is responsible for assessing community needs, and to develop a plan to identify community needs to meet prevention goals.
1.3
The Specialist will design and deliver an environmental prevention plan for activating community groups for prevention goals, consistent with best practice prevention strategies and the Protective and Risk Factor model of Prevention.
1.4
The Specialist is responsible for conducting periodic evaluations of each community and of the overall activity, and discussing feedback with supervisor for program development and professional growth.
1.5
The Specialist will be available for individual consultation sessions, information, networking, or other consultation consistent with alcohol/drug abuse prevention and education goals.
1.6
The Specialist will provide support for special community campaigns and regional events, and will provide support for these events as needed.
FUNCTION 2.0
The Specialist will interface with other agencies, agency networks, coalitions, community action groups consortium or other organizational systems to develop the environmental model specific to those systems, and to further the mission, goals and activities of the Prevention Initiative as appropriate.
Duties 2.1
The Specialist will act in a manner promoting positive public relations with community organizations and systems, establishing and maintaining positive relationships and enhancing communication and coordination.
2.2
The Specialist will actively participate in pertinent meetings by promoting the goals of the Initiative within the context of the meeting, to use such forums to promote the Environmental Model, and to use such forums to assess the community/environment for needs to develop new services or adapt existing plans.
2.3
The Specialist will join in inter-agency projects and activities, conjointly designed to address chemical dependency issues in the identified target system, and to promote the protective factors model of prevention.
FUNCTION 3.0
It is the responsibility of the Specialist to highlight a “Best Practices” approach as a protective factor for community prevention.
Duties 3.1
The Specialist will become familiar with research-based prevention approaches, and associated criteria on program effectiveness.
3.2
The Specialist will demonstrate consistent support of the environmental model and encourage practice of associated characteristics in a timely and coordinated manner.
FUNCTION 4.0
The Specialist will assume responsibilities consistent with that of prevention provider or coordinator.
Duties 4.1
The Specialist will prepare press releases and PSAs for campaigns, articles of interest and program announcements, and design a social marketing campaign consistent with program goals.
4.2
The Specialist will assume primary responsibility for a county wide program plan in concert with state and Local Governmental Unit plans and needs, and will assume primary responsibility for work plan development and milestone reports.
4.3
The Specialist will advocate for alcoholism/chemical dependency needs and prevention/treatment issues.
FUNCTION 5:
The Specialist will be responsible for Policy Development and Administrative Procedural Review consistent with Environmental Practices.
5.1
The Specialist will identify social policies, rules, practices and laws which enhance ATOD prevention, or demonstrate research findings that hinder or mitigate use or abuse.
5.2
The Specialist will develop “Best Practices” guidelines to amend or modify these policy-based social norms.
5.3
The Specialist will implement these guidelines into identified and targeted systems which demonstrate the greatest likelihood of change or outcome for intervention.
FUNCTION 6.0
The Specialist is responsible for demonstrating institutional respect by following the intent and word of the policy manual, especially in relation to administrative concerns.
Duties 6.1
It is the responsibility of the Specialist to complete all forms, reports and assignments as directed, and submit such in a timely fashion.
6.2
The Specialist will work a flexible schedule with occasional evenings and/or weekends, adhering to the standard workhours of 9:00-5:00 pm, Monday-Friday, except as otherwise authorized.
6.3
The Specialist will be located within Central Office unless otherwise authorized.
6.5
The Specialist will know and subscribe to the Canon of Ethical Principles, promulgated by the NYS OASAS.
6.6
The Specialist will attend and participate in all staff meetings, staff functions, and fundraisers.
6.7
The Specialist may supervise volunteers and interns, if/as appropriate.
OTHER WORKING CONDITIONS:
Off-site travel; required to transport, and set-up literature and literature displays and related program equipment; must deliver programming under varied physical settings. Flexible work schedule. The position allows for initiative and innovation in program development and requires detail and structure in program delivery. Position is subject to general policies and procedures as outlined in the Policy Manual.
