Job Summary:
We are seeking a highly motivated and experienced Intelligence/Data Analyst to join a DHS Program. The ideal candidate will have a background in Federal law enforcement with extensive knowledge and experience in international trade data, financial data, and other investigative data sets.
You will be responsible for collecting, researching, and analyzing data to identify anomalies indicative of smuggling narcotics and related precursor chemicals. Your work will directly support HSI’s mission to combat the scourge of illicit opioids by reducing the international supply of these dangerous substances. Utilizing HSI’s unique Customs authorities and an intelligence-driven approach, you will play a pivotal role in helping HSI dismantle transnational criminal organizations and protecting communities from the devastating effects of illicit opioids. This position offers a unique opportunity to make a meaningful impact on one of the most pressing issues facing our society today.
Clearance Requirements: Eligibility for DHS/ICE clearance or be currently cleared. U.S. Citizenship required.
Work Arrangement: With some exceptions, this position is anticipated to be working on-site full-time.
Key Responsibilities:
· Advanced Data Analytics: Utilize Business Intelligence (BI) and other supported analytics tools to create reports and support anomaly detection, predictive analysis, and outlier detection.
· Pattern Analysis: Perform detailed pattern, trend, and link analyses based on various reporting sources and in collaboration with HSI special agents and law-enforcement partners. Identify significant patterns and anomalies in data related to illicit opioid trafficking and work collaboratively with HSI and other stakeholders to advance investigations.
· System Proficiency: Demonstrated knowledge of ICE and HSI law-enforcement systems to optimize data analysis and utilization.
· Focused Operational Analysis: Conduct detailed data analyses concentrating on precursor chemical shipments and associated data patterns to aid HSI operations.
· Publication of Analytical Products: Efficiently produce products from data analyses and disseminate analytical products through HSI’s digital platforms such as SharePoint, ICM, RAVEn, ensuring that all relevant stakeholders, including HSI leadership and field offices, are well informed.
· Data Set Expertise: Demonstrate familiarity with essential datasets, such as trade, financial, communication, and supply chain data, to identify networks, detect patterns and support anomaly detection concerning precursor chemical shipments.
· Responsive Analytical Support: Provide prompt analytical support for Requests for Assistance from HSI field offices to facilitate ongoing investigations.
· Information De-confliction: Manage and resolve overlaps in law-enforcement sensitive information to streamline investigative processes.
· Comprehensive Data Handling: Extract data from a variety of sources, including law enforcement databases, websites, including open-source information to ensure accurate results and insights.
· Investigative Analysis Support: Evaluate the significance of collected data, extract and disseminate critical information, identify investigative leads, and provide comprehensive support to HSI program managers or case agents.
Qualifications:
· Bachelor’s Degree (An Associate degree with an extra three or more years of relevant experience may be substituted for a Bachelor’s degree).
· Must have extensive experience (minimum 6+ years) in Federal law enforcement with a focus on data analytics utilizing data from trade, financial investigations, other law enforcement data.
· Proficiency in specialized systems such as RAVEn, SEACATS, CBP UPAX, and ICM and Microsoft Office (PowerBI, Excel, Word, MS Teams, Outlook).
· Strong analytical skills with the ability to collect, research, and interpret complex data sets.
· Excellent communication and interpersonal skills, with the ability to effectively collaborate with internal and external stakeholders.
· Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major data analysis assignments.
· Evaluates performance results and recommends major changes affecting short-term project growth and success.
· Functions as a technical expert across multiple project assignments. May supervise others.

Pay: $81,744.80 - $170,445.36 per year
