Overview:
The Procurement Analyst (Sr. Technical Process Analyst) is responsible for the scoping, procurement and analysis of technology solutions which aid business improvement across the City on a repetitive and an ad hoc basis.
Responsibilities:
- Acts as a liaison between DoIT and other Departments in assessing business needs and advising on procurement processes to increase efficiency and improve service delivery.

Ensure that business cases for technology projects contain complete financial information, including quantification of development, implementation, and ongoing operational costs and benefits, including magnitude and method of realization.

Use the City's Project Management tools to construct and maintain various project portfolios to support recommendations and decision-making by IT governance individuals and groups.

Provide advice to the CIO and other Departmental leadership on emerging trends and best practices in technology solution procurement.

Assist in the management of third-party service provider contracts to ensure that the City optimizes and leverages its contracts for the benefit of all City departments.

Assist in the drafting and issuance of procurement packages, including Request for Proposals (RFPs).

Collaborate with City of Boston project stakeholders to gather and document project requirements.

Collaborate with application developers to translate business requirements to technical specifications.

Serves as a member of the Department of Innovation and Technology Operation’s team and performs ad hoc financial analysis, IT policy writing, and financial/administrative planning, as directed.

Facilitates vendor outreach utilizing tools such as the City’s Supplier Portal.

Enters various financial transactions, including but not limited to requisitions, purchase orders, receipts, invoices, bids, and contracts.

Analyze data from the City’s financial system to implement improvements to DoIT’s procurement process.

Perform other related duties as required.
Minimum Entrance Qualifications:
- Applicant must possess at least three (3) years of full-time, or equivalent part-time, professional experience in a financial planning and analysis position, preferably with an emphasis on technology. A bachelor's degree in business, finance, information technology management, or a related field is preferred and can be substituted for two (2) years of experience.

The candidate needs to be a quick learner with the ability to manage multiple initiatives simultaneously.

Applicant must have strong communication skills and have demonstrated an ability to work effectively in a team environment.

Strong understanding of business drivers in an IT environment.

Strong written and oral communication skills.

Ability to exercise good judgment and focus on detail as required by the job.

Experience in the public sector is highly desired. Knowledge and experience in project portfolio management are a plus.
BOSTON RESIDENCY REQUIRED
You must live within Boston city limits at the start of your employment.
