4.1 Task 1 – Task Order (TO) Management
The contractor is required to create and adhere to a comprehensive Task Order Management Plan. This plan must detail the technical strategies, organizational resources, and management controls that will be utilized to achieve the cost objectives, performance benchmarks, and schedule targets throughout the execution of the task order.
Ongoing Review and Monitoring Support: Furthermore, the contractor must submit a monthly status report. This report should provide a thorough review of the ongoing quality assurance, configuration management, and security management efforts related to the task order, ensuring continuous monitoring and alignme..nt with project objectives.
4.1.1 Subtask 1 – Contract Level Program Management
Performance Objective: The contractor is tasked with delivering all technical and functional activities essential for comprehensive program management as outlined in this SOW. These activities encompass the complete scope of work required for managing all specified tasks effectively.
Expertise and Methodology Requirements: The contractor must possess proven expertise and extensive experience in implementing advanced productivity and management methodologies. This includes, but is not limited to, quality assurance, configuration management, security management, and resource management applicable to all tasks detailed in this SOW. Additionally, the contractor is responsible for providing essential centralized administrative support, including clerical services, technical writing, and other related overhead functions to ensure efficient project execution.
4.1.2 Subtask 2 – Task Order Management
Performance Objective: The contractor is required to effectively manage the Task Order to fulfill all specified quality, cost, and schedule requirements as detailed in this Task Order document. The contractor will employ Microsoft Project or any other tool NIGMS has implemented for this purpose.
Capability and Resource Expectations: The contractor must demonstrate proven expertise, experience, and the necessary resources to manage and execute the tasks outlined in this Task Order, ensuring compliance with the established quality, cost, and schedule criteria.
Proposal Requirements: As part of their proposal, the contractor is obliged to include a preliminary version of the Task Order Management Plan. This plan should outline the strategic approach and resources allocated for meeting the Task Order’s objectivesTask 7 – Ramp Up
The contractor shall engage in a 20-working day “Ramp Up” to commence within 5 working days of receiving the contract award. During the ramp up period the awarded contractor staff will initially “shadow” current staff, and gradually assume all contract responsibilities so that by the end of the 20-day ramp up period they are able to be fully independent. The contractor will review all SOPs to continue work standards used for maintaining the environment.Task 8 – Ramp Down Transition Plan
In the event the Government re-competes the requirements of this SOW and prior to completion of this contract’s period of performance, the Contractor shall, at the Government’s option, provide the Government with a Ramp Down Plan that shall ensure an orderly and successful transition of the remaining tasks to a successor contractor should the incumbent Contractor not be selected during the re-competition. As part of the Ramp Down Plan, the Contractor shall adequately train the successor contractor’s employees following any re-competition of the requirements specified in this SOW. To this end, the contractor will submit a transition plan two months prior to the end of every option year. At a minimum the transition plan will include all system documentation/user manuals, SOP’s, training for the new contractor, and a schedule indicating a phased approach for the transition so that the new contractor will be handling all tasks by the end of the two-month period.
