1.0 INTRODUCTION
1.1 The purpose of this procedure is to define the authorities, responsibilities, principle duties, reporting relationships, and measures of performance for the Foremen for Raven Mechanical.
2.0 FUNCTIONAL ROLE
2.1 To manage the day-to-day activities of their assigned project workforce in achieving allowable cost, schedule, quality and employee safety goals set by their direct supervisors.
3.0 JOB REQUIREMENTS
3.1 Preferred Education High school graduation or equivalent training.
3.2 Licensing/Registration/Certification: Required to have a valid Texas drivers license; Required to have Journeyman Plumbing license that is issued by the Texas State Board of Plumbing Examiners.
3.3 Experience Two years successful construction project supervisory role. Preferred: Five years successful construction project management in the specific trade of construction business.
3.4 Skills, knowledge and abilities ability to work independently, supervise and work well with others in a multi-functional fast paced environment. Must be thoroughly familiar with equipment and the construction industry systems and practices.
3.5 Reasoning Ability Ability to define problems, collect data, establish facts, draw valid conclusions, and find solutions. Ability to apply principles of logical thinking to a wide range of intellectual and practical problems. Ability to deal with a variety of abstract and concrete variables. Ability to manage a variety of activities simultaneously. Able to deal with a variety of problems involving human nature.
3.6 Language Skills Ability to communicate and give instructions in a clear and precise style in English. Ability to read, analyze, and interpret complex documents. Ability to respond effectively to the most sensitive inquiries or complaints from regulatory agencies, and employees. Ability to compose standard letters with proper format, grammar, punctuation, and spelling, using all parts of speech. Ability to represent Raven Mechanical in a professional manner within the community.
3.7 Physical Requirements: The physical demands here are representative of those that must be met by the employee to successfully perform the essential functions of his/her job. While performing the duties of this job, the employee is frequently required to lift heavy objects and occasionally be in uncomfortable positions. Physical-Body Positions Standing and/or sitting for long periods. The position occasionally requires stooping, kneeling, stretching, crouching, and lifting. Full body movement. Lifting at least 100 lbs. on a regular basis. Body Movements: Use of both hands, arms, eyes, ears, voice and legs.
3.8 Work Environment The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work normally performed in the construction industry, one may be exposed to high levels of noise, cold and hot temperatures and moving machinery. Work hours will vary in both schedule and length of work hours based upon demand of the project.
4.0 REPORTING RELATIONSHIPS
4.1 Foremen report to the immediate Project Manager and Superintendent.
4.2 General skilled trade laborers for the jobs report to the Foremen on specific project level. These may include but not limited to Plumber Lead; Journeyman, and Apprentice.
5.0 AUTHORITY
The Foremen are given the necessary authority to administer the following basic functions of this position:
5.1 The Foreman is vested with full authority to perform each of the responsibilities and duties outlined in this Job Description within the policy parameters established by the Project Manager and Superintendent.
6.0 DUTIES & TASKS
The principal duties and tasks of the Foreman are as follows:
6.1 Manage day-to-day production for their specific project.
a Develop the daily production schedule. Assign the production employees to the production tasks needed to achieve the schedule. Make sure the production schedule finds the right balance between customer satisfaction, production costs, and safety.
b Closely coordinate production and material control functional activities. Make sure the production employees work efficiently and in harmony with the home office employees and one another.
c Constantly monitor actual progress versus the published production schedule and amend as needed. Immediately inform the Project Manager, Superintendent, or any other employees who are impacted by the changes.
6.2 Monitor and enforce compliance to the safety standards.
a Make sure all production employees follow the safety guidelines, wear the required safety attire and use the equipment properly.
b Anticipate and correct potentially unsafe situations immediately. Report any incidents to the Project Manager or Superintendent.
6.3 Implement the regulatory programs in the field project operations.
a Make sure the proper testing and waste management procedures are completed on schedule and that all activity complies with regulations.
b Supervise the various disposal functions. Make sure the required documentation is complete and approved. Arrange for disposal as needed.
c Keep the Project Manager and Superintendent informed of potential and actual liabilities concerning regulations. Study the regulatory programs and recommend strategies to limit risks and control costs.
d Closely monitor waste factors and reduce waste to minimum.
6.4 Make sure all completed products meet the quality standards. Keep rework and/or call backs to a minimum.
6.5 Supervise the field team. Make sure each employee makes a contribution that is equal to or greater than his/her classification.
a Select and make recommendations for field employees.
b Communicate performance standards and continuously evaluate performance.
c Train the field personnel and make sure they are knowledgeable about their assigned duties.
d Present all classification issues to the Superintendent and recommend the actions that should be taken.
e Discipline field employees as needed and forward the appropriate records to Superintendent. Get the approval of the Superintendent for serious disciplinary actions and terminations.
6.6 Requisition supplies, raw materials, tools, etc. from the Shop and verify that the proper materials are delivered to the site or job staging area.
6.7 Assist field employees with technical questions about job, production and/or service issues.
6.8 Ensures tools and equipment are kept in good working order, processed for repairs if needed, and appropriate level of tools are available on job site while making sure excess levels of tools are not left on job or vehicles unavailable for other job sites.
6.9 Make sure the standard maintenance tasks for the machinery and equipment are completed on schedule. Arrange for additional maintenance and/or repairs as needed.
6.10 Constantly study and analyze the field activities and search for methods to enhance efficiency, limit risks, lower costs and improve quality.
6.11 Work with the Project Manager to develop the project budget, material and tools request and action plans for the field. Monitor actual performance versus the goals and take action to address any variance.
6.12 Keep the Project Manager informed of all major activities and plans.
6.13 Completes and submits in timely and accurate manner all required project documentation including all safety documents, payroll documentation, vendor paperwork, and weekly required forms including Weekly Goals with Manpower, Tools, Material requirements to appropriate staff at Raven Mechanical.
6.14 Keep other employees of Raven Mechanical aware of any information or activities which may influence their performance such as any training or safety programs that may be offered.
6.15 Develop and implement the production schedule for field personnel assigned to him/her for assigned jobs. Submit request for resources needed meet schedule to CAD & FAB Dept Coordinator with a minimum of one week advance notice of start of schedule for them to fulfill request.
6.16 Ensure daily that materials and equipment required are on jobsite, staged in efficient manner, and ready for field personnel to utilize in appropriate manner.
6.17 To deliver services which meet or exceed customer expectations for quality while maintaining the project budget and goals.
6.18 Strive to obtain peak performance from the field personnel and maintain high level of employee morale with associated employees.
6.19 Make sure the field personnel has trained back-up to cover absences.
6.20 Enforce compliance with all policies and procedures.
6.21 Perform any other duties as necessary or assigned by the VP of Operations, Sr. Project Manager, Project Manager or Superintendent.
7.0 STANDARDS OF PERFORMANCE
7.1 Quality of services delivered meets or exceeds the customers expectations and the quality standards set by Raven Mechanical.
7.2 All documentation for the project including but not limited to safety documentation, payroll, progress updates, weekly job documentation, change order information, and disciplinary action items have been turned in a timely and accurate fashion to the appropriate personnel.
7.3 Deadlines and project schedules have been met.
7.4 The work schedule is established, communicated and met consistently.
7.5 There have been no lost time accidents on assigned projects.
7.6 Labor and material expense is contained within the project budget constraints.
7.7 An effective workforce has been assembled, retained, sufficiently trained and motivated to achieve the planned goals.
7.8 Communication has been effective and efficient both to field personnel and project management staff.
7.9 Productivity in the field is consistently monitored and improved and waste reduced.
7.10 Displays a positive attitude and maintains a cooperative working relationship with the departments and all other staff.
7.11 Performs all duties in an independent and expeditious manner with minimal supervision and has made optimal use of time during working hours.
7.12 Consistently displays the ability to recognize and deal with priorities.
