POSITION SUMMARY
School nursing practice requires the combination of professional clinical nursing practice with the promotion of the health, well-being, academic achievement, and success of the school-age child. The school nurse is called upon to work closely with school administrators, teachers, classroom assistants, office personnel, and technically advise the school to carry out a wide range of school health activities. The Charter School RNis responsible for providing professional development and supervision to the Charter School Health Technicians (from the Hawaii Keiki Program). This is a leadership position that will train, technically advise, mentor and support Charter School Health Technicians. The Charter School RNwill also participate in the committees and stakeholder groups supporting nursing practice in the school setting.
Meeting of the employee’s professional responsibility will be in line with the duties described below and in coordination with the Employee’s supervisor. While the Employee is not required to report to schools on days when campuses are closed, it is expected that the Employee will meet their professional responsibilities to the schools and program which may include attendance at scheduled meetings during non-student days. The Employee will have one administrative day each week to perform administrative and supervisory duties.

ESSENTIAL JOB DUTIES AND FUNCTIONS
- Provides direct supervision for the Hawaii Keiki Charter Health Technician.
- Assures that HK services and activities are appropriately documented according to professional school nurse standards, quality assurance, and compliance.
- Serves as the health care consultant for school personnel, students and their parents/families.
- Provides professional health leadership to administrators and school staff.
- Provides clinical supervision of charter school staff assigned to the school health program.
- Coordinates and participates in the establishment, review, and implementation of school health services, policies, and procedures, and manual updates
- Implements communicable disease control in schools, including monitoring, surveillance and participating in disease prevention and outbreak management on campus.
- Participates in the development of the school's emergency health and crisis plans.
- Provides oversight for pediatric and adult standing orders.
- Provides guidance and direction to staff navigating clinical and inter-professional issues.
- Coordinates and leads team meetings.
- Serves as the primary liaison between Hawaii Keiki leadership and the staff under their management
- Assesses the health needs of the assigned schools as requested.
- Assesses and evaluates the total cumulative health records and medical reports on students.
- Organizes and/or implements screening programs and refers students as appropriate.
- Monitors compliance of students in regard to current immunization and communicable
disease regulations.
- Monitors the effects of medication with regard to the student’s health status and ability to benefit from the educational program.
- Obtains health reports from medical sources and interprets these findings for school personnel.
- Identifies health barriers to student academic improvement.
- Identifies students’ health problems and plans individual programs to address actual
and potential health problems.
- Participates in multidisciplinary teams and committees, i.e., Admission/Review/Dismissal Team, Pupil Services Team, Teacher/Student Support Team, case conferences, and intake conferences.
- Plans, with appropriate school personnel, modifications of the school program for students with health problems.
- Participates in the development of Individual Education Program (IEP), Emergency Action Plan (EAP) and 504 Plans by determining those health factors pertinent to the student’s most appropriate educational placement, as requested by the school principal/designee.
- Plans health education activities based on an assessment of the health needs of the local school community.
- Implements procedures for and executes emergency nursing management for injuries/illnesses in disaster preparedness and response.
- Implements protocols for emergency care for the ill and injured school population and refers them to appropriate sources of medical care.
- Consults on needs of the medically fragile students as required.
- Diagnoses and manages well-child conditions using evidence-based practice guidelines within the nurse’s licensure and scope of practice.
- Shares and interprets information, in compliance with HIPAA and FERPA regulations, with school personnel regarding the health problems of students that might affect their learning and behavior in the school environment.
- Collaborates with school and community agencies to provide educational, social and health services to the school population.
- Employs the principles of learning and appropriate teaching methods to promote the optimal level of wellness for students.
- Counsels students, parents, and school staff assisting them toward assuming responsibility for their individual and family health.
- Refers students, their families, and faculty to community resources to meet identified needs.
- Provides health education and information to students and staff to assist them to be competent, self-directed consumers of health services.
- Serves as a health and wellness content resource for assigned schools.
- Provides clinical oversight and guidance to Charter Health Technician regarding health room functions including maintenance of student records, adequate supplies, documentation of care, and preparation of reports to DOE and DOH as required.
- Delegates nursing care tasks, functions, and activities to Charter Health Technicians as appropriate and in accordance with the regulations of the Hawaii Nurse Practice Act.
- Provides information to healthcare providers, school personnel, or community agencies regarding the health of individual students in order to ensure the appropriate delivery of services.
- Coordinates with designated school staff in the interview and selection process for the Charter Health Technicians and provides input regarding Hawaii Keiki staff performance of clinical duties to school administration as required.
- Evaluates students’ responses to intervention and revises the plan of care as needed.
- Evaluates accidents and injuries through a survey of accident reports or statistical analysis.
- Prepares program reports as required.
- Engages in research and evaluation of school health services to act as a change agent for school health programs and school nursing practices.
- Contributes to the formation of health-related policies, goals, and objectives for the assigned schools.
- Provides training, support, and professional development for staff, as required, in collaboration with relevant UHM NAWSON, DOE and DOH partnerships.
- Works with school personnel in promoting a physical and psychological environment conducive to the effective performance of students and staff.
- Serves as liaison to the Department of Health.
- Collaborates with agencies in the control of communicable diseases.
- Collaborates with community providers, FQHCs, etc in order to assist in expanding services to schools
- Complies with all legal requirements and company policies.
- Performs other duties as assigned.
QUALIFICATION REQUIREMENTS
Minimum:
- A bachelor’s degree in nursing.
- Possession of a current unrestricted license to practice as a registered nurse (RN) in the State of Hawai'i.
- BLS/ Healthcare Provider certification.
- A minimum of 1-2 years of experience in primary care or public health setting.
- Knowledge of state medical information release procedures and laws.
- Knowledge of HIPAA and FERPA rules, regulations, and compliance.
- Knowledge of OSHA regulations for bloodborne pathogens.
