General description
This position performs highly complex (senior-level) engineering work in the Engineering Services Program, part of the Inspections Office in the Property and Casualty Division. Work involves reviewing and analyzing structural plans and calculations relating to construction designs and methods for structures built along the Texas Gulf Coast for the purpose of windstorm and hail coverage through the Texas Windstorm Insurance Association, and performing oversight inspections of appointed Texas licensed engineers performing windstorm inspections along the Texas Gulf Coast. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential functions (duties and responsibilities)
- Performs oversight inspections of appointed Texas licensed professional engineers performing windstorm inspections along the Texas Gulf Coast.
- Conducts technical review of structural plans and calculations of residential and commercial structures built along the Texas Gulf Coast; performs wind load and structural computations.
- Prepares technical correspondence to appointed engineers and manufacturers relating to the windstorm inspections program.
- Communicates with windstorm inspectors, contractors, engineers, architects, manufacturers, elected officials and their staff, insurance agents, TDI employees, and consumers concerning the windstorm inspections program, building codes, engineering regulations, standards, or policies; assists in the development and implementation of educational programs regarding the windstorm inspections program, engineering services, new design concepts, solutions to problems, and changes in policies and laws.
- Evaluates rational analysis and test reports on building products to determine their ability to withstand the wind load requirements outlined in the building code specifications; develops reports.
- Assists in developing, implementing, and maintaining the windstorm building codes.
- May design, install, maintain, and provide advice on computer systems and equipment; and may evaluate, design, and program computer hardware and software for engineering design applications.
- Prepares inspection, expense, and time reports.
- Supports the implementation of agency goals and objectives.
- Performs other duties as assigned.

Physical demands and working conditions
This job function requires:
- Frequent computer usage.
- Normal cognitive abilities requiring the ability to learn, remember, and integrate rules, policies, and practices.
- The ability to communicate verbally with customers to gather information and/or explain policies and procedures; marginal (or corrected) visual requirements; and marginal (or corrected) auditory requirements.
- Normal travel requirement of 10 to 15 percent of time.
Additionally, this job also requires:
- Class C Texas Driver License.
- Ability to climb to heights +/- 40 feet.
- Ability to handle stressful situations.
- Ability to perform physical inspections of residential structures, including set-up of ladders to inspect roofs.
- Ability to bend, stoop, and stretch in order to perform a quality inspection.

Job specificationsEducation/experience required:
- Graduation from an accredited four-year college or university with a degree in engineering.
- Three years engineering experience in a field relative to assignment.
- Education and experience relevant to the position requirements may be substituted for one another on a year-for-year basis.
This position prefers:
- Four years engineering experience in a field relative to assignment.
- Experience with the design of wood frame and masonry structures in high wind areas.
- Building inspections and construction practices in high wind areas.
- Professional designation in relevant technical areas.
Registration, license, or certification required:
- A Texas Professional Engineer license or attaining the designation of Professional Engineer within six months of employment is required.
This position requires demonstrated knowledge of the following:

- Using personal computers sufficient to enter and extract data from related systems and programs, such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
- Computer-aided design techniques and AutoCAD engineering software.
