The Texas State Preservation Board (TSPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, the operations have expanded to include: maintenance of the State Capitol, State Cemetery, Capitol Mall, Bullock Museum and other historic buildings managed by the agency including the Governor's Mansion, Sam Houston building, Robert E Johnson building and John H Reagan building. Position Summary:
This position reports to the Facilities Maintenance Manager, and Painting Supervisor with oversight from the Facilities Division Director. This position will perform quality work and assist with complex building restoration, renovation, and maintenance work, including scheduling some painting projects at times and building repair. Assists painting supervisor in identifying and reporting building conditions and restoration needs as required to restore and maintain the State Capitol, State Cemetery, Capitol Mall, Bullock Museum and other historic buildings managed by the agency including the Governor's Mansion, Capitol Visitors Center, Sam Houston building, Robert E Johnson building and John H Reagan building. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Will have to assist overseeing the work of contractors. May assist in training or guiding less experienced staff, and performing building inspections. Work is performed in legislative offices, outside, and historic spaces including repairs of historic items. This position is not sedentary in nature and requires considerable physical and mental exertion, organization and planning. Position requires on-call periods after regular business hours, including evenings, nights and weekends. Maybe exposed to inclement or harsh weather conditions due to the scope and nature of job duties. Must consistently portray a professional, positive, and calm demeanor while working. Maintenance Specialists work as part of a team with a service company approach to building maintenance. Displays sound judgment and maintains a professional, respectful, and service-oriented focus when interacting with other employees, building occupants and visitors. Performs all other duties as assigned. Must be able to work extended hours in order to be considered. References will be required to verify experience. Must have a valid driver's license and be able to pass a thorough criminal background check. *Work hours are based on the Agency's 360 day-per-year schedule and include weekends, evenings and holidays, including on short notice.
ESSENTIAL JOB DUTIES: For purposes of this agency's job descriptions, "essential job duties" are defined as assigned tasks that are critical or fundamental to the position and not marginal. · Identifies and uses work materials and products consistent with historic appearance and finishes.
· Performs drywall and plaster repairs and fills cracks and holes with appropriate material.
· Protects all surfaces and furniture with cloth or plastic to ensure protection.
· Experience with applying paint to surfaces including canvas, walls, floors, doors, and cabinets. Mix, match, and apply paint, varnish, shellac, enamel, and other finishes. Scrape, sandpaper, prime, or seal surfaces prior to painting.
· Utilizes spray guns for large jobs.
· Cleans up all equipment, including brushes and spray guns.
· Assists the painting supervisor examine and inspect structures to evaluate work to be done; determines the best methods of performing work; and assist with inspecting finished projects to ensure work meets building regulations.
· Assists the painting supervisor with inspections on all completed projects to ensure quality and reports on project status, issues, and quality.
· May be required to cross train with all other trades of the Facilities team as assigned by the Facilities Maintenance Manager.
· Works in Capitol offices, and with the staff of legislators and Governor. Maintains confidentiality of work-related information.
· Maintains productivity enhancing communications and working relationships with co-workers and managers; third party contractors, building occupants and suppliers.
· Works as an integral part of the Facilities team to meet the demands of competing work orders, priorities, and special projects.
· Remains abreast and complies with all applicable OSHA, agency, local, state and federal security and safety rules, regulations, standards and emergency procedures. Plans work with safety and security front of mind. Continuously assesses safety conditions to ensure individual and workplace safety and safety of visitors and other staff. Promotes visitor safety and building security. Assists with building evacuation if necessary.
· Promptly responds in emergency and urgent situations actively working to contain the situation including after usual business hours, weekends and holidays with little or no notice. Works varying schedules including nights and weekends based on business needs with little or no notice.
· May operate a State vehicle or run Facilities business errands using personal vehicle. Complies with all rules of the road while driving on state business.
· Regular attendance is an essential job duty for all State Preservation Board positions.
· Must be flexible and performs all duties in a manner that promotes public confidence in the SPB and its staff.
· Perform all other duties as assigned.
Knowledge, Skills, and Abilities:
· Ability to assist painting supervisor with overseeing the work of contractors as needed.
· Knowledge to train or guide less experienced staff.
· Skilled using painting tools and techniques.
· Ability to coordinate multiple projects.
· Ability to use a personal computer to perform routine administrative tasks including work orders, time reporting, and ordering parts using agency purchasing system.
· Ability to maintain positive working relationships with building occupants responding to requests and issues in a timely, professional, respectful, and service-oriented manner.
· Skill in maintaining productivity enhancing communications and working relationships with co-workers and managers; third party contractors, building occupants and suppliers.
· Ability to communicate effectively in English, both verbally and in writing.
· Ability to safely stoop, reach, bend, stretch, climb, crouch, lift, kneel, stand and walk for long periods of time, perform manually repetitive tasks and work in high elevations as needed.
· Ability to safely perform physically and mentally demanding work in hot or cold conditions.
· Ability to lift up to 50 pounds as needed.
· Ability to work in conditions that may include high electrical noise, poorly illuminated areas and confined or underground spaces. Must possess the physical, visual and mental ability to safely navigate work areas as required.
Required Education and Experience:
· Graduation from a standard senior high school or equivalent.
· Experience with painting tools and techniques.
· Customer service experience including handling service calls.
· Experience in working with a team, must be a proven team player with a service company approach to building maintenance.
· Valid driver's license with a good driving record.
Preferred Education and Experience:
· At least two years experience painting in professional buildings and facilities.
· Experience using materials and products consistent with historic appearances and finishes.
· Experience operating a work order system.
· One or more years experience in providing satisfactory customer service, and handling service calls.
· Vocational training in a maintenance trade or interest in on-going vocational training.
