The Associate Director of Residential Services under the direct supervision of the Deputy Director of Supportive Housing performs administrative and management services for the Residential Services component of the HASA HRA Scattered Site Contract. This individual is responsible for the supervision of 11-14 staff and residential services to 500+ client households.
The responsibilities of the Associate Director of Residential Services include, but is not limited to the following:
Responsible to perform administrative and management services for Supportive Housing Residential component of HASA HRA Contract. This includes oversight of the residential services team, including one Maintenance Manager 11-14 other staff. The job description has been updated to reflect the larger number of clients under contract (500 +households), see attached
· Responsible for maintaining unit readiness and leases to achieve monthly 95% minimum unit occupancy
· Timely turnaround of vacant units and repair requests
· Submission of accurate & timely residential operation reports internally and HASA
· Use of ETO platform to record and analyze operations
Resident and Unit Services
- Ensure that all acquired leased apartments are located within established boundaries and meet program standards.
- Establish and maintain working relationships with landlords and managing agents:
- Responsible for Conflict Resolution between landlords/agents and consumers.
- Reports non-compliance of landlords/agents and Conflict Resolution progress to Deputy Director of Supportive Housing.
- Ensure that all renewal units are inspected 120 days prior to lease expiration.
- Ensure that landlord/agent comply with program maintenance repair request timely
- Ensure the procurement and inventory of furniture and appliances.
- Ensure that transition timetables are met for unit acquisition and de-leasing of units.
Oversees Maintenance Services
- Ensure that all units are properly maintained in good condition for safety and comfort of clients.
- Ensure that all units are inspected on a rotating basis at least five (8-10) Units per week and all units are inspected at least annually.
- Ensure that all maintenance request are responded to within program standards.
- Ensure that response to emergencies that occur in the residences such as fire, burglary, utility shutoffs are coordinated with Social Services units.
- Ensure that program vehicles are maintained and operated properly.
- Ensure that transition timetables are met for unit vacancies.
Joint Efforts with Social Services Staff
· Attends and presents repairs for HASA STEP meetings.
· Act as Liaison to HASA Housing Operations.
· Ensures that response to emergencies that occur in the apartments such as fire, burglary, potential suicide or extreme violence is coordinated with Social Services unit.
· Participates in weekly team meetings.
· Prepares and monitors Supportive Housing Agreements with consumers.
Reporting & Data Management
· Ensure all program information is maintained in the ETO case management software platform accurately and timely.
· Ensure all staff are properly using ETO to record and analyze operations.
· Monitor Program expenses against budget to ensure meeting performance and budget Objectives
· Ensure ETO platform has updated information for exceptions reports on outstanding maintenance request, and vacancies.
Performs other duties as may be requested by the Executive Director, Deputy Executive Director, and Deputy Director of Supportive Housing.
Qualifications
·Bachelor's degree preferred
· Experience working with Special Needs Program in residential setting or human services, a plus
· At least 5 years of supervisory experience.
· Ability to create and implement tracking systems
· Strong organizational and leadership skills and aptitude for problem solving.
· Must be computer proficient (Excel, Word, Case Management & Residential Softwre Systems)
· Familiarity with government entitlement programs, real estate, property management, social services or working with persons living with HIV/AIDS.
· Must possess the ability to work independently and handle multiple tasks.
· Exceptional written & oral communication skills.
· Excellent interpersonal skills and ability to work in a team setting.
· Ability to pay attention to detail.
