GENERAL DUTIES AND RESPONSIBILITIES:
· To support the vision, mission and guiding principles of the City.
· While performing any procedure, all associates and contract personnel must observe applicable Safety, Health, and Environmental rules and guidelines. The use of appropriate personal protective equipment is required.
· Attend and participate in training opportunities and seminars relevant to this position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within department policy, appropriate service and staffing levels; recommends and administers policies and procedures.
· Participates in the development, administration, and oversight of department budget; determines funding needed for staffing, equipment, materials and supplies; ensures compliance with budgeted funding.
· Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of division, service delivery methods, and procedures; identifies opportunities and makes recommendations for improvement.
· Manages contracted services and inter-agency agreements; prepares scope of work and any technical specifications; evaluates proposals and administers contracts to ensure compliance with City specifications and service quality within the division.
· Monitors and analyzes utility billings, revenues, and expenditures; performs utility rate modeling; recommends utility rates to management.
· Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
· Attends and participates in professional group meetings; stays abreast of new trends and innovations in municipal utility systems; researches emerging products and enhancements and their applicability to City needs.
· Monitors changes in regulations and technology that may affect operations.
· Prepares written financial and administrative reports, including communication and presentations to City Management.
· Responsible for the maintenance of the Utility Billing software and works with software support to resolve system issues.
· Effectively communicate with internal and external stakeholders to ensure operational needs are met; including collaboration with City Attorney

Job has recurring work situations involving high degrees of discretion. The need for accuracy and effective utilization of available resources is high. Errors in judgment could cause disruptions to the City’s mission and adversely impact attainment of the City’s goals. Incumbent operates under the direct supervision of the Division Director. Content of work priorities are largely self-determined.

Contacts are across the entire City community and in a management capacity. Community contact is a critical component of success in developing good will and support of City programs and initiatives.
