Overview
DLH Corp seeks a Deputy Program Manager to assist in the management of program to provide laboratory support to the Division of Laboratory Sciences at the National Center for Environmental Health (NCEH), part of the Centers for Disease Control and Prevention (CDC) located in Atlanta, Georgia. The CDC, a key operational arm of the Department of Health and Human Services, is dedicated to safeguarding America from health, safety, and security threats, both domestic and international. Whether the origins of diseases are local or global, chronic or acute, preventable or curable, accidental or deliberate, CDC is at the forefront of disease control, supporting communities and individuals in their efforts to combat health challenges.
The Division of Laboratory Sciences (DLS), which is located on CDC's Chamblee campus, provides crucial laboratory support to enhance the detection, diagnosis, treatment, and prevention of environmental, tobacco-related, nutritional, newborn, chronic, and infectious diseases.
Responsibilities
- Contributes to the development of contract work plan schedules, milestones, cost estimates and budgets; identifies areas of risk and incorporates risk mitigation plan; using a tracking system, develops timelines and schedules of deliverables and manages resources to achieve milestones.
- Assists in formulating and implementing staffing plans; proposing additional staff and training to meet project needs; coordinating with other company operating units on cross-company staff assignments; working closely with supervisors to conduct performance and salary reviews; addressing performance problems and manages staff conflicts in accordance with company policies.
- Serves as a secondary point of contact and company representative with the client; communicates and negotiates effectively with the client on status/changes to ongoing scope of work, schedules and budget; informs client of contract issues and problems timely and proactively develops solutions.
- Uses company resources to manage costs within budget; manages expense authorization process, develops and updates cost projections; and provides cost and milestone reports to client.
- May identify new DLH business opportunities with existing clients; communicates opportunities to management.
- May participate in preparation of discrete sections of key grant and/or contract proposals. Supports business development and capture activities on an as-needed basis, in support of strategic business
- Performs additional duties as needed.
Qualifications
- BS degree in business or technical field (or equivalent) and at least 5 years of experience in program management/supervisory role.
- MS degree in business or technical field (or equivalent) and at least 3 years of experience in program management/supervisory role.
- Demonstrated experience managing programs involving cross-functional teams within budgetary and schedule constraints.
- Demonstrated ability to manage client expectations and maintain client satisfaction.
- Have experience managing projects and staff in a regulated laboratory setting
- A proactive approach to problem-solving and the ability to anticipate client needs.
- The ability to confront unexpected problems quickly and effectively.
- Strong teamwork and excellent communication (written and oral) and interpersonal skills.
- Knowledge, experience and proficiency in project/program management including process improvement, employee management, statistical analysis, etc.
- Proficiency in all MS-Office applications including Microsoft Word, Excel and PowerPoint; MS Projects a plus.
- Ability to obtain and maintain CDC Clearance.
