Overview:
The Program Director is responsible for foster care/adopt regulatory compliance, home study coordination, managing a team of case management and therapeutic service providers. This position will also oversee operations and service delivery in a foster care/adoptive care program.

Coordinate staff training programs to meet annual training requirements at assigned office location.

Research and select outside consultants and trainers to conduct training on specific topics.

Oversee the maintenance of records for pre-service and in-service trainings attendance for assigned families.

Review foster parent statements to validate payments monthly.

Responsible for operating within an approved budget.

Stay informed of newly licensed families and families in process of being licensed.

Responsible for appropriate matching of foster parents to case managers and development of caseloads.

Act as office leadership and agency liaison.

Responsible for being the supervisor for the on-call system.
-
Participate in the retention and maintenance of foster/adoptive families.
-
Assist in coordinating respite for foster/adoptive families.

Assist the local office in coordination of special events.
-
Help resolve disputes between the foster/adoptive parent and the agency.

Review and sign assigned documentation.

Coordinate and approve investigations of incidents within offices.

Serve as primary Child Placing Management staff at branch office and coordinates subsequent moves and authorizes final placement.

Approve home studies and the intake of foster/adopt children into the program.

Responsible for overall compliance of foster/adoptive families and child files with regulatory standards.

Conduct internal audits according to agency quality assurance standards.

Participate in and accommodate external auditors along with providing necessary correction when required.

Complete regular supervision with case management staff and reviews client cases monthly.

Is knowledgeable of audit deficiencies and facilitates correction with the appropriate staff.

Review of client files on a quarterly basis to access service plan implementation, progress towards desired outcomes, and future appropriateness of service plan.

Maintain a manageable caseload to ensure outcomes and practice requirements are met while taking into consideration the level of care of clients served.

Maintain and encourage a healthy staff environment and culture.

Conduct annual evaluations of appropriate staff members.

Participates in hiring and termination procedures.

Perform all duties within contract, state and federal regulations, company policy, and regulatory agency standards.

May be required to drive vehicles, be insurable with our auto insurance provider, and complete company vehicle training.

Qualifications:
Bachelor’ Degree from accredited college or university required for Texas programs. Required to be a LCPAA or be eligible in 1-year for Texas programs. At least three (3) to five (5) years of experience working with children in the child welfare industry and two (2) to three (3) years of progressive supervisory and administrative experience. Must be eligible for or hold valid Child Placing Management Staff status according to State specific standards is preferred. Master’s Degree in Social Work required for Maryland programs. Minimum of two years’ experience and active MD state master’s or Clinical social work license.
