Job Description
The Scheduler and Planner will work as a member of the Program Management Office. Working as the Integrated Master Scheduler, they are responsible for developing and maintaining Microsoft Project (MSP) resource-loaded schedules that integrates with our EIA-748 compliant Earned Value Management System (EVMS).
· Create Integrated Master Schedule (IMS) based on Contract Work Breakdown Structure.
· Develop an Agile methodology Integrated Master Schedule (IMS) by working with technical team leads to determine their critical tasks, identify contractual milestones, and associate interdependencies across the program.
· Advise Project Control and Engineering Team in detailed project planning and scope development for engineering and infrastructure projects.
· Develop achievable master schedule critical path for project, program, and contractual milestones.
· Prepare project and program status reports based on current and forecast schedules; implement and maintain schedule change control.
· Ensure contract WBS is properly updated and current.
· Conduct and facilitate weekly IMS reviews with program team.
· Process monthly project accounting and schedule performance data for EVMS and/or cost management reporting.
· Prepare trend analysis to identify problem areas and submit recommendations for corrective actions.
· Prepare cost control, performance measurement reports, cost and schedule variance analysis reports, forecasts, and studies.
· Participate in customer EVM Integrated Baseline Reviews (IBR) and Implementation Reviews.
· Perform project management functions including analyzing requirements, evaluating earned value management (EVM) performance, establishing, and maintaining project schedule policies, and projecting out-year requirements.
· Actively monitor contract performance metrics to validate the presence of management value by providing independent assessments of performance issues to upper management based on EVM metrics analysis.
· Develop scheduling status reports and regular schedule deliverables, which are reviewed at Program Management meetings.
· Work alongside project management teams to monitor progress and successfully implement all program requirements.
· Confident and comfortable working in a hands-on consultant capacity with minimal direction and oversight, must be self-motivated. Travel is required.
Required Qualifications
· Ability to build and maintain accurate and up-to-date complex Government Contract schedules.
· IMS creation and scheduling experience.
· Familiarity with determining the Critical Path and performing Schedule status updates, Schedule Risk Assessments.
· Working knowledge of computer scheduling programs (i.e., Microsoft Project, Primavera, Cobra, Open Plan).
· Proficiency in other office products (Outlook, Word, Excel, Power Point, and SharePoint).
· Experience running DCMA 14-point schedule assessments.
· Experience managing multiple projects and pulling together multiple schedules into a master schedule and/or interfacing with other teams managing different schedules.
· Experience with re-sequencing the IMS based upon Government Options and changes.
· Ability to efficiently and effectively handle multiple and shifting priorities while meeting deadlines.
Desired Qualifications
· Experience with DoD Contracting environment.
· Experience with DoD Integrated Program Management Data and Analysis Report (IPMDAR).
· Experience with Agile software development methodologies.
· Experience on large-scale development projects
· Experience developing flight simulator products, to include full motion and static systems.
Education and Experience Credentials
· Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics. or business).
· A combination of education and work experience may be substituted that fosters problem solving, structured thought and creativity.
Security Clearance
· Desired: Secret or Top Secret, or the ability to be sponsored to receive a Security Clearance.
· Highly Desired: TS//SCI (Active or Eligible).
Job Type
· 1099 Associate, with the possibility of a permanent full-time placement.
· Hybrid encompassing a combination of on-site, virtual work, and travel is expected. Final work location is engagement dependent.
