We are currently seeking several Program Analysts at the Junior, Mid and Senior levels to join our team supporting the Navy International Program Office (NIPO) at the Washington Navy Yard in Washington, D.C. Compensation will be commensurate with experience.
What you’ll do:
The Program Analyst will provide Excess Defense Article (EDA) expertise in support of ship and aircraft transfer planning, including Joint Visual Inspections (JVI), policy coordination, legislative package development, interoperability, coordination, disclosure policy review and Congressional notification package development for the transfer of US ship assets made available for EDA.
Responsibilities:

Provide Excess Defense Article (EDA) expertise in support of ship and aircraft transfer planning, including Joint Visual Inspections (JVI), policy coordination, legislative package development, interoperability, coordination, disclosure policy review and Congressional notification package development for the transfer of US ship assets made available for EDA

Conduct liaison with Navy, Coast Guard, and other interagency stakeholders throughout the ship transfer coordination process

Support Security Assistance (SA)/ Foreign Military Sales (FMS) Pre-LOR requirements in support of geographic Combatant Command (COCOM) regions

Review SYSCOM developed Program Objective Memoranda (POM) inputs to determine strategic linkage with policy and guidance. Assess proposed opportunity requirements and provide findings. Develop and provide alternative approach recommendations when required

Support briefings in response to requests for information from US government stakeholders and foreign partners

Provide support in organizing USN efforts for international trade shows
Qualifications:
-
At least One years’ experience working with US Navy and/or Coast Guard Ships, including experience with Excess Defense Articles, ship transfer, and/or aircraft transfer support

Experience in working with DoD officials at the Flag Officer/SES level.

Ability to work with multiple stakeholders to identify and track requirements

Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint

Active DOD SECRET security clearance

Bachelor’s degree from an institution accredited in the United States

Excellent attention to detail, organizational skills, and ability to multitask

Strong verbal and written interpersonal, communication, and presentation skills

Ability and willingness to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
