Job Title: Deputy Project Manager
Job Description: The Deputy Project Manager will be responsible for the entire field operation particularly the inspection of all construction work, including but not limited to the evaluation and recommendations of changes, preparation of reports, analysis of schedules, claims and dispute evaluation and recommendation, and the supervision of any required relocation activities related to the construction work. The Deputy Project Manager shall have knowledge of all laws and regulations related to Federal Emergency Management Agency (FEMA) Public Assistance (PA) and Hazard Mitigation Grant programs (HMGP), HUD Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs. The Deputy Project Manager shall have knowledge of all applicable HUD & PRPHA regulation, including but not limited to Construction Codes, Section 3’s employment opportunity and Davis Bacon Act wage rates and FEMA & HUD regulatory guidelines compliance. The Deputy Project Manager shall ensure that the construction contemplated by the Master Implementation Plan can be achieved from a constructability standpoint.

Critical Tasks & Responsibilities
- Oversee the management & inspection of all construction work supervising Project Directors, Resident Engineers and Assistant Engineers.
- Prepare and manage the overall program plan related to phasing and scheduling of construction work.
- Work in conjunction with the Scheduler and Program Director to review project schedules, conduct constructability reviews, participate in value engineering workshops, and anticipate procurement problems.
- Direct and coordinate all daily activities related to training, communications, scheduling, deliverables, staffing designation, evaluation, risk assessment, and management.
- Ensure review and compliance with all Federal and Local Programs, monitoring, and statutory requirements in coordination with Team in developing and implementing projects.
- Maintain day-to-day communication with the Program Manager and PRPHA's Project Engineers regarding construction activities.
- Oversee logistics management, ensuring that procedures are in place to align with the program’s goals and objectives.
- Oversee standards of performance, safety policies, and procedures for Federal and Local Programs compliance and adjust internal policies as necessary.
- Assist in the procurement of contractors and subcontractors, including bidding and contract award.
- Supervise contract compliance and manage contractor performance.
- Prepare contract enforcement letters for any breaches or non-compliance issues.
- Issue deficiency notices, bonding company notifications, and other correspondence to enforce contracts and protect Custom’s & PRPHA's interests.
- Ensure timely performance and compliance with all aspects of each contract.
- Address non-conformance by establishing procedures to identify, report, and resolve issues.
- Prepare and submit monthly progress reports detailing the progress of work, schedule status, budget updates, compliance issues, and any project constraints.
- Ensure that all program policies and procedures are adhered to throughout the project lifecycle.
- Develop and implement strategies to enforce compliance with established program policies and procedures.
- Regularly review and update program policies and procedures to reflect current best practices and regulatory requirements.
- Train and support project staff to understand and follow established policies and procedures.
- Monitor and audit project activities to ensure adherence to program policies and procedures, addressing any deviations promptly.
- Develop constructability reports to review and ensure the adequacy of construction plans and specifications, suggest the use of alternate materials and construction methods to lower project costs, and confirm all permits and endorsements are in order.
- Validate that Master Schedule for the program and each project are up to date including documenting all changes and providing summary reports on project schedules.
- Ensure all applicable policies and regulations are compliant and identify/promote all necessary corrective actions.
- Ensure all program participants, including stakeholders, know all policy changes.
Required Competencies and Qualifications (technical, academic, experience, values, behaviors):
- Academic - bachelor’s degree or higher education in Engineering or Architecture;
- Experience - must have a minimum of ten (10) years of experience as a Resident Engineer/Architect performing services like those required in this solicitation and a minimum of six years of related management or supervision experience working with Federal Funded Programs.
- License & Associations - Professional Engineer, in Good Standing with the Puerto Rico College of Engineers and Land Surveyors” or a licensed Architect in Good Standing with Puerto Rico “Puerto Rico College of Architects and Landscaping Architects”.
- Fully bi-lingual – English / Spanish (both written & verbal);
- Technical Skills – highly proficient in MS Excel, MS PowerPoint, MS Project and other PM software; understanding of construction drawings and specifications; technical writing skills;
- General Management – leadership, sound judgement, team player, follow communication protocols, excellent communication skills, multi-tasking (work on multiple projects simultaneously);
- Project Management Skills – Knowledge of all laws and regulations related to the Handicap Accessibility Requirements; systematic thinking; good analytical skills; process oriented; capable of managing & shuffling priorities based on the needs of Custom’s executives; able to facilitate decisions & prioritize demand; capable of managing and addressing simultaneously multiple issues & risks while being able to recognize when escalation is needed;
- Personal Attitude – highly motivated; good organizational skills; ability to follow directions; willingness to learn; result driven; able to work effectively and manage relations with senior executives from diverse departmental groups; able to work under time pressure; detail oriented.
- Candidate should present projects, within the past ten (10) years, in which the candidate has provided services as as a Resident Engineer/Architect and six (6) years of related management or supervision experience working with Federal Funded Programs.
